Social audits of various projects under MGNREGS were held at
Baldha and Jhalap Gram Panchayats under Bangomunda block in four phases from
June 8 to 13 covering eight revenue villages. The presidents of the Social
Audit Committees (SAC) of different villages presided over the meetings.
As per the new guidelines, now the
social audit will be conducted at the Palli Sabha level. To ensure transparency
in the system, wall painting reflecting name of the job card holders, number of
days they have worked and wages paid to them would be mentioned. Five village
resource persons (VRP) from Bhuslad and Biripali GPs were also involved in the
audit.
The audit team members visited the
areas where different projects were taken up under MGNREGS. They verified the
muster roll, worksite, work schedule and money spent on a project.
Moreover, 15 per cent household
survey was also done for cross verification of the data captured from records.
For the first time, the social audit was organised in each revenue village.
The social audit was organised by the
district administration in collaboration with Odisha Modernising Economy,
Government and Administration (OMEGA), a State Government reform programme
supported by DFID. The aim of the social audit is to ensure transparency in the
implementation of the projects and auditing the entire amount spent.
The entire process was monitored by
District Rural Development Agency (DRDA), Balangir PD Balangir Sanatan Mallick,
social development expert SK Satapathy, Bangomunda BDO Tapiram Majhi and
officials AC Sahoo and G Sahu, among others.
Scores of representatives from nearby
GPs and over 50 BDOs from Balangir, Nuapara, Bargarh, Sambalpur and Jharsuguda
districts, besides grass root level workers and officials involved in
implementation of MGNREGS projects attended.
