Despite all Government programmes and crackdowns, it seems there
is still much to be done to keep distress migration of children under leash in
Balangir. The missing of a migrant child labourer from the district has once
again thrown a challenge before the authorities and pointed to the loopholes in
laws regulating migrant labourers outside the State.
According to
reports, Narendra Dharuua (15) of Pangania village under Muribahal block had
migrated to some brick kilns of Andhra Pradesh in December, 2011, along with
his neighbour Kapurchand Majhi’s family. Majhi’s sons were his friends. After
few months of working in Narshimmapally-based brick kilns in Nizamabad district
of AP, Majhi returned to his village along with his family members in May last,
but without Dharuua. Gajpati Dharuua, Narendra’s father, inquired about his
child but Majhi was clueless.
Dissatisfied,
Gajpati went to Narshimmapally in search of his son but was shocked when the
kiln owner reportedly told him that he did not know Narendra. After, eight
days’ frantic search, Gajpati returned home empty-handed. With no option left,
he lodged an FIR at Kantabaji police station about the missing of his son. He
also appealed the district administration to locate his son.
However, till date
no headway has been made with regard to locating Narendra. While his parents
are extremely worried and are moving from pillar to post to get back their
child, very few seem to be showing sympathetic towards them and taking steps to
search the hapless child.
“The registration
of migrant workers both at the home districts and in the working States should
be streamlined so that missing ones can be traced easily,” suggested Bhajaram
Sahu of NGO Jan Mukti Anusthan.
