TThe National Human Rights Commission (NHRC) has issued a notice to the School and Mass Education Secretary asking for an action taken report (ATR) within four weeks over corporal punishment to three girl students at Deogaon Nodal UP School in Balangir. The commission has issued the notice on July 10.
According to petitioner Dilip Das three girl students, Nituna Sahu, Babita Sahu and Girija Rana of Class-VI of Deogaon Nodal UP School, were forced to made sit up 1000 times as they did not offered Namsakr to Bigyan Budek, a teacher of the school on June 23 this year when he entered  the school premises.
“This action of the teacher violates provisions of Child Rights and Right to Education Act 2010,” Das pointed out.
“The teacher ordered the girl student to take up1000 sit up, even as corporal punishment is banned in School by the Government. After taking 1000 sit ups, the girls fell unconscious and became ill. The parent also lodged a complaint with the School Headmistress to this effect,” said the petitioner.

BJD Rajya Sabha member AU Singh Deo demanded setting up of the Indian Institute of Management (IIM) in Balangir.
Making his maiden speech in Rajya Sabha on July 23, Singhdeo, while welcoming the decision of the Central Government to set up an IIM in Odisha, demanded that the premier institute be set up in Balangir.
Balangir which is part of KBK region is lagging behind in education facility. Setting up an institution like IIM in the district would provide better educational facility to the people of the region, besides ensuring development of other sectors, Singhdeo observed.
He also demanded `10,000 cr to ensure better development of the KBK region and early completion of Khurdha —Balangir railway line for overall development of the region.
“Under the Accelerated Irrigation Benefit Programme (AIBP), Odisha  received only `38 crore against its actual expenditure of `1,084 crore in 2012-13.
Again the State received only `15 crore during 2013-2014 where as its actual expenditure was `967 crore. Under MGNREGA the State received only `757crore against approved Central share of `1,363 crore during 2013,” Singh pointed out.

Normal life was disrupted in Balangir headquarters town following heavy rainfall on Monday morning.
Several areas were flooded with rainwater, while due to encroachment of drains and inadequate drainage system in most parts of the town the low-lying areas were marooned as water could not be released.
There was knee deep water on main roads, affecting vehicular traffic.
Moreover, the local municipality office was also under knee-deep water, which hit its normal work.

“The encroachment of drains and continuous dumping of garbage and construction material in them has been creating problem of water logging in the town every year during the rainy season. However, we have pressed our personnel and machinery into service to release water from different areas of the town,” said Balangir Municipality Executive Officer Santosh Behera.

===============================================================For better access to information and improving awareness level on different Government schemes among people, a project was launched here last week.
Supported by the European Union (EU) and contributed partly (12 per cent of total fund) by Agragrami, it is implemented in Odisha by ten NGOs.
Implemented in 1,000 villages in 100 gram panchayats in 20 blocks in 10 districts of Odisha, where in the Government officials and public authorities will voluntarily share information on different Government schemes under the RTI Act, the project aims to improve quality of lives of poor local communities in remote tribal pockets by enhancing their participation in local governance.
The thrust is being given on health, nutrition, education, MGNREGS and good governance.
The Government has enacted several development programmes for poor people. The project would go a long way in improving the rural people knowledge on different Government schemes, hoped social activist and Agragramee director Achyut Das.
Balangir Zilla Parishad president Bijaya Pradhani, appreciating the effort of civil society to provide information to people, hoped that rural people would benefit a lot from the project.
The project is now under implementation in two blocks, Belpada and Bongomunda for a period of five years, informed Mukunda Sahu of Balangir Bikas Parishad.
Participated by PRI representatives, members of civil society and SHG members, the meeting held deliberation on issues like RTI Act, poor people getting deprived of benefits under different schemes and the bottlenecks in providing the benefits to all beneficiaries and measures to remove the hurdles.

Even as the Odisha Government has been claiming providing of jobs to poor people at their doorsteps and making special provisions for children's development, reports of labourers along with their children migrating to brick kilns of other States and suffering terrible plights and even dying there have become a regular feature.
According to the latest reports, Bhakta Das and Madhuri of Choulbanji village in Maharapadar GP of Khaprakhol block of Balangir district had gone along with their eight-year-old son Kishore to work in brick kilns at Tapnali, Attibela and Bengaluru in Karnataka in 2013.
On July 18 this year, Kishore suddenly went missing. Finally on Thursday, his body was found in a forest nearby the brick kilns.
"We suspect foul play and we demand a proper investigation into the incident and punishment to the culprits involved in this murder," said Kishore's uncle Rohit Das to this correspondent over phone.

Rly Min agrees to meet Odisha MPs to discuss issues
BJD MPs earlier this week met Railway Minister V Sadananda Gowda in New Delhi and submitted a memorandum to him seeking many new railway projects for Odisha and national status to the ongoing Khordha-Balangir line project.
The State Government has promised to provide free land, including private land for the Daspalla-Balangir railway stretch, and to share 50 per cent of expenditure for the project, the memorandum said.
The other demands included extension of dedicated freight corridor from Dankuni to Brahmapur, East-West and East-South rail corridor in Angul-Talcher belt’s Basundhara Area, Nayagarh-Bansapani rail corridor, construction of Bhadrachalam Road-Talcher rail link via Malkangiri-Jeypore and Lanjigarh, Sambalpur –Brahmapur link via Bhishmgiri, speed execution of the Talcher-Bimalgarh line, commencement of the Bargarh Nuapada via Padampur and elevation of Bhubaneswar and Puri stations to the world class level.
The MPs also demanded sanctions for the Talcher-Sambalpur-Jharsguda broad gauge link, Sambalpur-Titiligarh line and Koraput-Rayagada line. Besides, it also demanded that a wagon factory each at Ganjam, Kalahandi and at the Railway industry at Kantabanji.
Notably, the Centre, in its Railway Budget, has made a provision of `1,420 crore for various projects against Odisha’s demand of `3,160 crore.
“We, all BJD Members, met Railway Minister V Sadananda Gowda on July 15 and submitted a detailed list of Odisha’s demands, including national status to the Khordha-Balangir Railway line national status,” BJD MP Kalikesh Narayn Singh Deo told The Pioneer.
Singh Deo also informed that the Railway Minister announced in Parliament that he would convene a meeting with Odisha MPs soon.

1President of Balangir Chamber of Commerce and Industry (CCI) Tripurari Panigrahi has demanded setting up of the recently announced Indian Institute of Management (IIM) for Odisha at Balangir.
Speaking to mediapersons here on Tuesday, Panigrahi pointed out that in this year’s Union Budget presented by Finance Minister Arun Jaitely it has been announced that an IIM would be set up in Odisha.
Balangir is one of the most backward districts in terms of education and other sectors. Setting up an institution like IIM would go a long way in providing better education facility to people of this region, Panigrahi said.
Panigrahi also demanded installation of a coach indicator in the Balangir railway station for convenience of passengers and better facilities in platform no. 2. Unless the railway authorities take steps in this regard, the Chamber of Commerce would resort to Rail Roko agitation, he added.

Notably, the BJD had won 15 out of 21 wards of the municipality in the recently held polls. Similarly, the Congress garnered four wards and BJP and Independent got one each.
On being elected as the Chairperson, Behera said she would take steps to improve sanitation and water supply systems and renovate roads in the municipality area.
Similarly, BJD Councillor Gobardhan Nag was elected unopposed as the chairman of the Titilagarh Municipality. Nag said he would take steps for development ofthe municipalitywholeheartedly.

The spectre of drought looms large here with the district receiving much below than normal rainfall in June and in the first week of July bringing agriculture operations, especially paddy cultivation, to a grinding halt.
In June, against the average rainfall of 202.5 mm, the district received only 70 mm which is 66.5 per cent less.
The agriculture cultivation in the district is totally dependent on monsoon rain. Once monsoon plays truant, the crop goes haywire.
Even as politicians cry for more irrigation facility, the assured irrigation facility in the district continues to remain abysmally low at 3 per cent.
July is the crucial month for Kharif paddy cultivation. But so far, we have received only 25.5 mm which is woefully inadequate for any agriculture operation. This year, we had planned to take up Kharif paddy cultivation in 1, 85,000 hectares in the district. But till today, the agriculture operation has been taken up in just 20 per cent of area, said DDA Manoranjan Mallick.
We are advising the farmers not to go for paddy cultivation in Att and Mal land and go for non paddy crop, Mallick said further.
According to sources, last year the Agriculture department undertook steps to promote Gurjee cultivation in the district by giving subsidy to farmers. This year that scheme has not been taken up due to shortage of funds and further official order.

Non-resident Odia (NRO) Prof Digamabara Patra, a resident of Kalahandi district, who is currently teaching Chemistry in the American University of Beirut in Lebanon, has sought establishment of a Railway University in Odisha-Chhattisgarh border. Besides, he has demanded adequate allocation for some of the oldest railway projects in Odisha which have either not started or are moving at a snail’s pace due to apathy by the Indian Railways.
Writing a letter to Union Railways Minister Sadananda Gowda, Patra said in 1962-63, late MP Pratap Keshari Deo had pointed out in the Parliament that Parkers had done a railway line survey from Kesinga to Nabarangpur to join Kothavalasa-Kirandul (KK) line, because Koraput-Kothavalasa and Koraput-Rayagada are special category railway routes having many tunnels and high-level bridges.
The speed is limited (often less than 50 kmph) and number of wagon can’t exceed 30 during mineral transportations in these two routes. The idea is Amabguda-Lanjigarh road railway line will make mineral transportation from Kirandul to Visakhapatnam faster and easier.
Realizing this, in 1991, Laniigarh road-Junagarh line was approved to connect with KK line at Ambaguda via Nabarangpur.
The 56 km Lanjigarh road-Junagarh line of this route took 25 years to get completed. However, surveyed Junagarh-Ambaguda portion of this route has not yet been approved which will bring railway connection to tribal dominated Nabarangur district. KK line is one of the most profit-making routes of the Indian Railways. Immediate action is needed for approval and completion of rest of Junagarh-Ambaguda line without any delay.
He lamented that no allotment of fund was made for the Wagon Maintenance Workshop at Kalahandi and Skill Development Center at Koraput in the profit making ECOR zone. He opined that a bottom-to-top approach needs to be adhered to by the Railways so as to give adequate exposure to the backward regions.

NRO writes to Modi not to repeat UPA policy
Non-resident Odia (NRO) Prof Digambara Patra of the American University of Beirut has strongly condemned the favouritism shown to south and west India for political gain and the negligence shown to mineral bearing States like Odisha, Chhattisgarh and MP in the current Railway Budget.
In a letter to Prime Minister Narendra Modi, Patra said his NDA Government should not repeat the same blunders of the Congress of the last 65 years of showing special favour to certain regions at the cost of the rest for political concerns.
He said that the people of the country had a lot of expectations from the Modi Government on even allocation of funds for growth including in the railway sector, but things on the ground has remainedsomewhat worrying. Prof Patra also equalled Railways Minister Sadananda Gowda with that of his predecessors and said he was befooling the people.
“If one carefully analyses the number of projects in this Budget, somehow the Railways Ministry had tried to woo Karnataka in various projects: new trains (7 trains to Bengaluru alone against none to KBK-Odisha), new survey, newlines, tourism cluster, etc. and served the interest of Gujarat and UP largely for the Prime Minister’s political interest. Earlier former Railways Ministers had been also doing the same: taking political interest of their own,” said Patra.
Lamenting that the mineral bearing regions and tribal and backward pockets of the country have always been neglected in the railway sector because the top leaders always concentrated on the growth of their region for political reasons, Patra called for a need to promote the underdeveloped areas on a priority basis.
He said that locations in Odisha and Chhatisgarh, that supply coal, iron, steel and aluminum for railway infrastructure and manufacturing unit, are never considered for railway coach factory.
Narla road (comes under profit making ECoR zone) in KBK districts is located at the junction of three public sector steel plants in Bhilai (Chhattisgarh), Rourkela (Odisha) and Visakhapatnam (Andhra Pradesh). It is also close to MCL coal blocks in Angul and Jharsuguda (Odisha). Nalco, Balco, HAL and Vedanta Alumina are all located very close to it.  Such a location was never considered.
At the same time Chhapra (comes under loss making North Eastern zone) and Kolkata (comes of loss making Eastern zone) were the locations selected by the Railways for factories, he said.
MP, Chhattisgarh and Odisha have railway track less than national average per every 1,000 sq km. But tribal and backward pockets of these States are continuously ignored to suit political interest.
The current Railway Budget encourages favouritism and widens the gap between backward clusters like KBK and rich cities like Bangaluru, Delhi, Ahemadabad and Mumbai, added Patra.

======================================================The allocation of Rs 100 crore for the Khordha-Balangir railway line in the Railway Budget has evoked strong reactions from different quarters here.
“The amount is grossly insufficient,” Balangir BJD MP Kalikesh Narayan Singh Deo said in his reaction. He said he had demanded an allocation of Rs 400 crore for this project.
The BJD MP said demands for a new train for Balangir and establishment of a wagon factory at Kantabanji have been ignored.
Similarly, former Sambalpur MP and president of the All India University Employees’ Confederation (AIUEC) Bhabani Shankar Hota described the budget as ‘hopeless and frustrating budget for Odisha.’
The demands of the State Government were significantly ignored and western Odisha has been massively neglected, Hota said.
The long-standing demand of the western Odisha people for daily direct trains to Delhi and Allahabad has been ignored. Besides, the demand for a new rail line from Bargarh to Nuapada was also ignored, Hota said.
Suggesting that steps be taken to cut down unwanted expenditure and root out corruption, Hota urged the Railway Minister to take corrective measures to incorporate some of the demands of the people before the Budget is finally passed.

The Regional Centre for Development and Cooperation (RCDC), a civil society organisation, while welcoming the decision of the Union Ministry of Rural Development to allocate more Indira Awas houses for two of the Particularly Vulnerable Tribal Groups (PVTGs) namely Choktia-Bhunjia of Sunabeda sanctuary and the Dongrias of Niyamgiri, has expressed concern over the neglect of other vulnerable tribal groups like the Paharia tribe living in the Sunabeda sanctuary.
In a letter to Union Minister for Rural Development Jayram Ramesh, Bikash Rath of RCDC pointed out that the Paharia tribe which resides in the Sunabeda sanctuary in the Nuapada district of Odisha, has neither Particularly Vulnerable Tribal Group (PVTG) status nor even ST (Schedule Tribe) status, although their counterparts in Chhattisgarh are enjoying the privilege.
The Paharia people make bamboo-ware. These days bamboos are not available in plenty in the sanctuary area because of unsustainable exploitation and hence, the tribals are facing an insecure livelihood. Unlike the Choktias, they are not well-organised socially and also maintain a low-- )

About 120 families of the Maoist-affected Sunabeda and Soseng Panchayats in the district here were allotted work orders for construction of Indira Awas Yojana (IAY) houses under Sunabeda Area Development Programme (SDP) after the Union Ministry of Rural Development finally agreed to include the non-PVTG (Particularly Vulnerable Tribal Group) households under the project.
Earlier, the Union RD Ministry while sanctioning 6,012 houses under the SDP, had categorically instructed that the fund allocation was made out of five per cent reserved fund for the PVTGs and the fund would be utilised exclusively for construction of IAY houses for the PVTGs, especially the Chakotia Bhunjia community.
The administration had temporarily stopped the construction of houses under IAY, when the Centre restricted the number of house to 301 as per the requirement of houses for Chakotia Bhunjia households. The Centre, however, finally has given the nod for inclusion of the non-PVTG after considering the local situation of Left Wing Extremism (LWE). A report was also published in this regard in The Pioneer.
The work orders were distributed in a meeting here on Saturday organized jointly by the district police and the District Rural Development Agency (DRDA).
The meeting was attended by more than 200 people especially women members of Self Help Groups and members of Village Development Committees of the two Panchayats. Superintendent of Police Umashankar Dash and Project Director of DRDA Pradip Naik interacted with people to know their problems and instructed the concerned officials to take immediate steps to address them.
Major concern of the people was the health related, particularly of the women and children. “The medical staff members are not staying in the hospital at Sunabeda. We are also facing trouble as the ambulance given to Sunabeda PHC is not stationed in the centre,” said the women participants.
Other problems of people were related to the non-attendance of teachers in different schools of the plateau. They also complained about the exclusion of APL households from IAY. The PD, DRDA said that the APL households and landless families in the Sunabeda area would also be given work orders under the IAY. The SP requested the CDMO to send the doctor and other medical staffers to open the CHC.
“We have been organizing meetings of women groups and village committees of different villages of the plateau area every month to help the people express their concerns and aspirations and to engage them in the development process,” said the SP.
