Bhubaneswar CAG indicts Odisha Govt for
not submitting UCs worth Rs27,920 cr

The Comptroller and Auditor General of India (CAG) indicted the
Odisha Government for lack of utilisation of allotted funds and submission of
Utilisation Certificates (UC) for nine long years since 2003-04.
UCs for Rs27,920
crore had been pending from the grantee institutions for the grants-in-aid paid
to them at the close of March last, the CAG pointed out.
The CAG in the
report on State Finances for the year ended March, 2012, which was laid in the
State Assembly on Thursday, said that at the close of March last, out of
a total amount of Rs34,261 crore drawn and disbursed to 98,173 grantees by the
State Government, UCs in respect of expenditure of Rs27,919 crore which
comes at 81.49 per cent remained outstanding as of March last in the books of
Principal Accountant General due to grantee institutions receiving
grants-in-aid from the State Government not furnishing the same.
While wanting of
UCs in respect of grant-in-aid was Rs1,251 crore during the year 2003-04, it
was Rs1, 238 crore during 2004-05, which increased to Rs7,268 crore during
2011-12, it said.
It said the major
defaulter departments include the Panchyati Raj with Rs8,304 crore followed by
the Housing and Urban Department Rs4,107 crore, the School and Mass Education
Rs3,324 crore, the Planning and Coordination Rs3,264 crore and the ST and
SC and Backward Class Development Department with Rs2,122 crore.
Similarly, UCs in
respect of grants aggregating to Rs553 crore were found to be wanting in
44 units audited during year 2011-12 which comprised 18 autonomous bodies
, 23 Panchayat Smitis, one Zilla Parishad and two Urban Local
Bodies.
The CAG also
pointed out that delays were noticed in submission of annual accounts by the
commercially managed departmental undertakings.
There were 1,759
instances of misappropriation and defalcation which involved Rs17 crore up to
the period ending March last on which final action was pending.
