Bolangir ;The National Human Rights Commission has asked the district Magistrate Bolangir and Superintendent of Police to submit Action Taken Report(ATR) within two weeks on the reports of child sacrifice  in Bolangir in September2014.
Taking su moto cognizance, after the news  report  seven year old boy sacrificed in Bolangir ( SEVEN-YEAR-OLD BOY ‘SACRIFICED’ IN BALANGIRMonday, 29 September 2014 | PNS | BALANGIR | in Bhubaneswa)
published in the Pioneer,on 29thSeptember2014,NHRC in its letter dated 18 -10-2014,to District Magistrate Bolangir, observed that killing/sacrificing of a seven year child out of superstitution , “ it  raises a serious issue of violation of Human Rights  of  the child”.
In yet another superstition-driven inhuman act, a seven-year-old male child was sacrificed in Jhalapadar village under the Bangomunda police station in Balangir district on Friday(26th September2014)
According to sources  Bankanidhi on Saturday evening lured Dasarath Parabhue (7) to catch a hen and took away him while he was playing on the village road. He was advised by a sorcerer to offer a child to a Goddess so that he would not suffer illness further. Accordingly, Bankanidhi took the child and killed him. Dasarath was found dead on a village pond with his tounge cut on Saturday morning.

The NHRC  asked the district  Magistrate and Senior Superintendent of Police Bolangir to submit action taken report within two weeksin this regard. In case of failure the commission warns to take action it deem proper, warns the letter ofNHRC further

To
THE DISTRICT MAGISTRATE

Whereas the Complaint/Intimation dated 01/10/2014 recieved from SUO-MOTU, SUDHIR
MISHRA, JOURNALIST, THE PIONEER in respect of DASARATH PARABHUE was placed
before the Commission on 14/10/2014.
And Whereas upon persuing the Complaint the Commission has passed the Following order:
The Commission has come across a distressing report published in English Newspaper "The
Pioneer" dated 30/09/2014 captioned "Seven year old boy sacrificed in Balangir". According to
the newspaper report, referred by Shri Sudhir Mishra, Journalist, in yet another superstition
driven inhuman act, a seven year old male child was sacrificed in Jhalapadar village under
Bangomunda police station in Bolangir District of Odisha on 26th September, 2014. It was
reported that the accused Bankanidhi Behera had lured the victim Dasarath Parabhue aged 7
years to catch a hen, took him away and killed him. The accused was advised by a sorcerer to
offer a child to a godess for preventing further illness. The body of the deceased was found on a
village pond with his tongue cut. The contents of the press report, if true, raise a serious issue of
violation of human rights of the victim child. Issue notice to the District Magistrate and Senior
Superintendent of Police, Bolangir, Odisha, calling for a factual report within two weeks.
Now therefore take notice that you are required to submit the requested information / Report
within from the date of reciept of this notice.
Take further notice that in default the Commission may proceed to take such action as it deems
proper.
