US national Katie Lauren Stephenson (25) was asked by the police on Thursday to leave Balangir immediately as she violated the tourist visa condition.

Stephenson, along with Pratibha Demello and two other local persons on Wednesday visited various parts of Balangir’s Khaprakhol block, which is known as the most Maoist-affected area of the district. While they were visiting a Primary Health Centre (PHC) at Jamgaon on Thursday, they were asked to report to the SP’s Office.

Balangir SP Deepak Kumar told this correspondent, “On inquiry, we found that Katie Stephenson has a tourist visa, on which no research work is supposed to be undertaken. She could not explain satisfactorily why she did not report their visit to police earlier and why she preferred to visit a Maoist hotbed? We are going to send a detailed report to the Intelligence Department for further action.”

A day after rescuing 13 Subarnapur migrant labourers, the Patnagarh police rescued another group of 18 migrant labourers belonging to Chata village under Nuapada district’s Komna police station on Monday evening.

The labourers were to be taken to brick kilns of Andhra Pradesh.

“We raided a house in Karlamal village and rescued 18 migrant labourers. We have arrested one person in this connection after registering a case,” said Patnagarh PS OIC RK Patra. Sources said the labourers were kept in house of one Narahari Kumbhar in Karlamal village.

The Patnagarh police rescued 13 migrant labourers, including three children, of Subarnapur district from Kadalimunda village while they were being taken to a brick kiln of Talcher on Saturday night.

According to reports, one Bansidhar Bag of Kadalimunda was taking these labourers to Talcher for a contractor. The labourers had been staying in the village for last two days. The contractor had earlier contacted a migrant labour leader of Kapani village under Belpada block to get him these labourers but he refused to do so.

The Patnagarh police has registered a case and detained a person in this connection, informed Patnagargh PS OIC RK Patra.

1After a brief lull, SOG jawans and Maoists exchanged fire for about 10 minutes at Beherakhai village under the Saintla police station in Balangir district on Thursday morning.

According to information, some Red rebels suddenly opened fire at the Special Operation Group (SOG) jawans while the latter were on a patrolling operation at around 8.30 am near the village under the Tikhari Reserve Forest area. The jawans retaliated soon. Exchange of fire continued before the Maoists fled from the spot.

Police seized detonators, solar lights with battery charger wires, Maoist literatures and daily consumable items, including cooking food, from the spot, said Balangir SDPO Narayan Nayak.

In another incident, BSF personnel on Friday busted a Maoist camp in a jungle of Malkangiri district and recovered a huge cache of explosives from the ultras’ hideout.

The BSF personnel while conducting a search operation in Sishaguda forest under Khairput block found the hideout and recovered 200 explosives, 15 kg gelatin, 100 detonators and tiffin bombs. The Maoists had already left the camp.

Leading economists, intellectuals and academicians of the country have expressed concern over the Central Government’s move to bring amendments in the MGNREGA. They said it would dilute the spirit of the poverty alleviation programme and affect millions of poor people across India.

 In a letter written to Prime Minister Narendra Modi on October 13, the economists pointed out that MGNREGA was enacted in 2005 to bring subsistence to millions of poor people of the country. 

Despite numerous hurdles, the MGNREGA has been able to provide jobs to about 50 million households every year. After introduction of MGNEGRA, it has helped in creation of productive asset in rural area, besides providing benefit to women. Moreover, corruption declined after introduction of the programme, they pointed out.

 It is alarming to hear that moves are on to restrict different provisions of the Act.

“Wages have been frozen in real terms, and long delays in wage payments have further reduced their real value,” the letter said.

The Act’s initial provisions for compensation in the event of delayed payments have been removed. The labour material ratio is sought to be reduced from 60:40 to 51:49 without any evidence that this would raise the productivity of NREGA works. For the first time, the Central Government is imposing caps on NREGA expenditure on the State Governments, undermining the principle of work on demand,” the letter said.

 Last but not least, the Central Government appears to be considering an amendment aimed at restricting the NREGA to the country’s poorest 200 districts.

This runs against a fundamental premise of the Act: gainful employment that affords basic economic security is a human right.

Even India’s relatively prosperous districts are unlikely to be free from unemployment or poverty in the foreseeable future, the letter said further.

 The message seems to be that the new Government is not committed to the NREGA and hopes to restrict it as much as possible. The letter also reads, We urge you to reverse the trend and ensure that the programme receives all the support it requires to survive and thrive.

Survey also not undertaken due to fund crunch

Even as the State Government claims to be taking adequate steps to ameliorate the condition of migrant and bonded labourers, the performance of the Panchyati Raj department is poor in this regard.

As per the Bonded Labour System (Abolitions) Act1976, a person who is released as bonded labourer is given a release certificate and immediate assistance of `1,000. He is given another `19,000 for his livelihood assistance. The block authorities prepare a livelihood assistance plan for him and send it to the DRDA which is forwarded to the Panchyati Raj department for release of money.

According to reports, livelihood plans of bonded labourers sent by Balangir district administration for release of the financial assistance have been gathering dust since 2011 in the Panchyati Raj department in Bhubneshwar. “We have sent livelihood plans of 151 bonded labourers of Balangir district since 2011 and they have been lying there,” said an official here.

Not that the proposals of bonded labourers are neglected at the State-level only. In the block level also they undergo the same fate. A total of 195 proposals of bonded labourers are lying with the BDOs for months. The BDOs have not submitted the livelihood plans to the District Rural Development Agency (DRDA), pointed out an official.

According to sources, the number of livelihood plans /proposals of bonded labourers blocked at the BDO level are Bongomunda(11), Tureikela(6), Belpada(56), Khaprakhol(14), Muribahal(28), Balangir (37), Loisingha(14), Saintala (4)  and Patnagarh(23).

Moreover, paucity of funds has affected the survey of bonded labourer work in the district. Once a single bonded labourer is found in a district, a detailed survey should be undertaken to detect them further. A district is allotted `2 lakh for the survey. In a letter to the Chief Minister on August 26 last, Balangir MP Kalikesh Singh Deo sought to know about the status of bonded labourers in Odisha and the survey undertaken by the State Government to identify them.

“We have sent our proposal to carry out a survey of bonded labourers in Balangir district. But due to non-sanctioning of funds by the Government, we have not started the survey,” disclosed an official here.

A total of 215 bonded labourers were given financial assistance in Balangir district in 2011, informed the official further. The labourers released under Bonded Labour (Systems) Abolition Act 1976 should be given prompt assistance and their livelihood plans should receive top priority. At the same time, the released bonded labourer should be linked with other social security schemes of Government. If possible the amount of assistance should be hiked to `40,000 from the present `20,000, said an activist here.

 The National Human Rights Commission (NHRC) on Saturday took suo motu cognizance of the very distressing news that a seven-year-old boy was sacrificed in Balangir on basis of a report published in The Pioneer and ordered the Balangir district Collector to submit a factual report within two weeks.

According to the newspaper report, in yet another superstition driven inhuman act, the child was sacrificed at Jhalapadar village under the Bangomunda police station in Balangir district on September 26, 2014.

It was further reported that the accused Bankanidhi Behera had lured the victim boy Dasarath Parabhue to catch a hen, took him away and killed him as he had been advised by a sorcerer to offer a child to a goddess so that he did not suffer from further illness. The body of the deceased was found in a village pond with his tongue sliced.

“The contents of the press report, if true, raise a serious issue of violation of human rights of the victim child,” observed the NHRC in its order.

Rajya Sabha member AU Singh Deo has urged Defence Minister Arun Jaitely to upgrade the Ordnance Factory operating at Badmal in Balangir district for production of Pinaka rockets, capacity expansion of which have already been sanctioned by the Centre.

“To produce large number of rockets, an Ordnance Factor would need more land. The Badmal Ordnance Factory has 12,200 acres of land of which 5,000 acres are lying unused. Hence, the factory would be ideal choice for this capacity expansion,” Singh Deo said in a letter to the Defence Minister.

The Centre has sanctioned capacity expansion of Pinaka rockets from 1,000 rockets a year to 5,000.

Currently, two new variants of the rocket are undergoing evaluation and on completion of successful assessment, the requirement would go up to 12,000 rockets annually, Singh Deo pointed out in the letter. He suggested that the whole exercise should be undertaken in holistic manner instead in a piecemeal manner.

This would eliminate duplication of facilities and reduce costs, he pointed out.

Stating that Balangir is one of the backward districts of the country and don’t have any other Centre-run projects, Singh Deo urged the Minister to consider using the Badmal Ordnance Factory for production of rockets on a priority basis and thereby help in the economic development of the area.

“If the capacity expansion is taken up, it would boost the district’s economic activity,” he pointed out.

Associate Professor of Department of Chemistry, American University of Beirut, Digambara Patra on Saturday urged Prime Minister Narendra Modi to include Bhawanipatna, Balangir and Jeypore in the Smart City scheme.

In a letter to the PM, Patra apprised that the State Government also proposed to include the three cities in the scheme. “We are hopeful that the Centre will be kind to consider the State’s proposal to include the three towns even though the population of each of these towns is less than 200,000,” he said.

He noted that population of towns/cities in hilly regions of the country, including those of Himachal Pradesh and north-eastern States, is always low. The KBK region is considered like a hilly region.

Creation of new smart cities across Odisha would help it achieve all-round development, he stated.

He mentioned that while development in Bhubaneswar, Cuttack, Puri and Khurdha has been phenomenal, Rourkela, Sambalpur and Angul are emerging as industrial cities.

However, the KBK region located far away from the State capital and the Sambalpur-Rourkela region are lagging behind although they have a great potential for development based on bauxites mining, tourism and agriculture. Kalahandi has emerged among the top 25 rice-producing districts in the country, he apprised the Prime Minister.

If Bhawanipatna, the district headquarters town of Kalahandi and located centrally in the KBK region, is developed as a smart city, it would impact a large part of socially backward and mineral rich portion of the State. It would also bring economic growth and social development to the neighbouring Chhattisgarh State, he asserted.He further brought it to the notice of the Prime Minister that a local train and inter-city link among Balangir, Bhawanipatna and Jeypore would certainly trigger development in the KBK region.

AU URGES CM FOR AGRI VARSITY IN BALANGIR

Rajya Sabha BJD member AU Singh Deo has urged Chief Minister Naveen Patnaik to set up an agriculture university in Balangir district. In a letter written to the Chief Minister, Singh Deo pointed out that Balangir is a backward district in the KBK region. The per capita income of the people of the district is very low. Agriculture, being the main source of income for the people of the district, there is a need for some proactive initiative from the Government for its development and an agriculture university would serve it to a large extent.

Farmers need to have knowledge on use of modern technology to upgrade their farming activity and making it a profitable livelihood. Odisha, having just one agriculture university, needs at least one more university for growth agriculture. The BJD manifesto also promises to set up one more agriculture university in the KBK region, he said.

“I believe Balangir, representing the backward and western Odisha districts is the most suitable place for a second agriculture university,” he pointed out. Moreover, Balangir is also backward from the point of view of technical education, while nearby districts have been benefitted with several Government technical colleges.  Kalahandi has a Government engineering college and a medical college. Sambalpur has a university, medical college and an engineering university. Bargarh too has an engineering college. However, Balangir still has none, pointed out the letter further.

“I, therefore, would like to request you for taking appropriate initiatives for setting up a second agriculture university of the State at Balangir,” the MP urged.
