OF MAHILA POLICE STATION
People of Balangir have expressed deep concern
that the State Government is yet to pay any heed to their longstanding demand
for establishment of a Mahila police station here.“Mahila police stations have
been opened all over the country but the State Government has turned deaf years
to our demand,” said a social activist here.
He reminded that two years ago, Joint Registrar (Law) and Focal
Point Human Rights Defender, NHRC AK Parashar had expressed concern at a Mahila
Adhikar workshop held here over non opening of a Mahila police station in the
district.
The situation is that women generally fear to go alone to a
general police station to lodge a complaint if anything bad happens to her.
While women crime is increasing in proportion to the population, a Mahila
police station has been a need here, said a housewife.
However, the district police administration has not lost hope
for the same.The proposal for opening a Mahila police station has been sent to
Government, said Bolangir SP Ravi Prakash.

Keeping in view the depletion of groundwater
level in the town and to achieve optimum utilisation of rainwater, the Balangir
Municipality would emphasise on approving the provision of the Rainwater
Harvesting System in house building plan, said Balangir Municipality Executive
Officer Santosh Kumar Behera.
It should be mentioned that in States like Tamil Nadu, the
Rainwater Harvesting System in house building plan is a must to be approved by
the urban local body. In addition, steps are afoot to clear the choked drainage
in order to tackle artificial floods in rainy season, said Behera. Notably, the
drainage system in all the 21 wards under the municipality have either been
laying choked or marred by encroachments.

Fast-growing parthenium poses health risk in Balangir

Much to the chagrin of the environmentalists, parthenium grass is growing fast and spreading to greater areas in Balangir town here. The grass is conspicuous wherever you go, be it inside the district headquarters hospital (DHH), PHD Office, inside the Ayurvedic College or any open field in the town.
Parthenium or congress grass or carrot weed is one of the most noxious weeds of the world belonging to the family of sunflower (asteraceae). It was accidentally introduced in India in the late 1950s. It now spreads over most part of the country sharing the niche of other plants.
“Its adaptability is amazing. Probably its long flowering pattern extending up to six to seven months is regulating the factor.
Neither ornamental nor edible, the weed is a curse of nature for human beings and other wild animals,” says a Lecturer in botany Aswini Rath. The parts of the weed, including the pollen, contain toxins called sesquiterpene lactones having parthenin and other phenolic acids (eg anisic acid, caffeic acid etc).
Direct contact induces severe skin allergy known as parthenium dermatitis in exposed parts, affecting hands, face, neck and even eye lids. Its management needs long-term corticosteroids administration in the patient. It is also known to cause asthma, bronchitis and hay-fever in man and livestock, Rath says further.
The plants should be uprooted before flowering and buried or killed with suitable weedicides or burnt to get rid of it, Rath opines. CDMO Dr PC Sahu says the weed causes skin allergies and aggravates asthma. But when asked about the fast growing weed inside the hospital premises, Sahu said, “I would certainly take steps to clear it very soon

While the Indian Meteorological Department (IMD) is all set to
forecast the dates for the onset of monsoon on Thursday, a senior
agro-meteorologist of Odisha has predicted a drought in the State this year.
“Though the southwest
monsoon will hit the State as usual by the second week of June, it is most
likely that the monsoon will withdraw from the State by August-September
causing severe damage to the kharif crops,” said agro-meteorologist and nodal
officer of the Indian Meteorological Centre at the Odisha University of
Agriculture and Technology (OUAT) Dr Surendranath Pasupalak.
Dr Pasupalak said
going by the data from 17 international meteorological centres, there is every
possibility that the southwest monsoon would withdraw from Odisha in August and
September due to El Nino effect and that would influence the monsoon flow in
India and Indonesia in a significant way.
The El Nino is
characterised by unusually warm ocean temperatures in the Equatorial Pacific
which influences the global weather system, he said, adding that since the El
Nino is expected to intensify by the second week of August, it will have an
adverse effect on the wind flow and the monsoon across the ocean.
He also said if the
effect of El Nino reaches high in August, it will force the monsoon to withdraw
from Odisha.“That is bad news because August is usually the peak time for paddy
cultivation and withdrawal of monsoon would severely hit the paddy crop.
Although the State will receive the average quantum of annual rainfall, it
would not help the farmers as there would be excess rainfall in June and July.
As a result, the possibility of floods in the State cannot be ruled out,” Dr
Pasupalak said.
It may be mentioned
here that despite average rainfall in the State last year, drought had hit as
many as 39 Panchayats. Meanwhile, the Centre, acting on the monsoon predictions
of a number of international Met centres, has begun working on possible
measures to tackle drought and has asked the Agriculture Secretaries of various
States to formulate action plans in anticipation of the threat.

In order to ensure safety and security of eight voters of three
ostracised dalit bonded labourer families in Puri district, the National Human
Rights Commission (NHRC) on Wednesday evening issued a direction to the State
Home Department in this regard which was implemented within one hour.
Due to the NHRC’s
immediate response, members of the families headed by Surendra Sethi, Maguni
Sethi and Hina Sethi of Birakesharipur under Kanas block in the district, who
were ostracised by the villagers few months ago, were able to cast their votes
on Thursday without fear as a team of special police force escorted them till
their return from the polling booth.
According to reports,
human rights activist Baghambar Pattanaik had on Wednesday evening filed a
complaint with the NHRC after the family members expressed their interest to
cast votes.The NHRC immediately registered a case and directed the Special
Secretary of the Home Department to take necessary steps in the matter.The Home
Department, accordingly, immediately instructed Puri SP Anup Kumar Sahoo, who
asked Gadishagoda police station IIC Tapan Das to contact the ousted families.
All the process from
filing the complaint with NHRC by the activist to the contact with the victims
by the IIC was completed within an hour on Wednesday.As a result, a team of
Special Police Force led by the local IIC escorted the family members to their
polling booth at Birakesharipur where they exercised their franchise before
returning to the street again with that police team.

Even though the Supreme Court has given a
judgment and directed all the Government departments to form a five-member
committee to prevent sexual exploitation of working women in Government
offices, no such committee has been formed in Balangir district.
This
was observed by Joint Registrar (Law) and Focal Point Human Rights Defender,
NHRC, New Delhi AK Parashar while speaking at the Mahila Adhikar Siksha Sibir organised jointly by the Human Rights
Front and the Odisha State Commission for Women here on Saturday.
Parashar
said that in that committee there would be five members of whom three would be
women. Besides, there would be members from social service sectors along with
their phone numbers. After formation of the committee, it has to be notified in
each office so that if a working woman wants to lodge any complaint she would
contact them too and lodge her complaint in case any sexual harassment.
Even
though Mahila police stations have
been opened all over the country, Balangir district has not a single Mahilapolice station so far and it should be opened as early as possible, said
Parashar.
Among
others, Balangir SP R Praksh, Chairperson of State
Commission for Women Jyoti Panigrahi, Manoj Jena and Sakuntala Bhoi spoke on
various provisions of IPC, steps to be taken in cases of violation of women’s
rights, various provisions to redress grievances of women, steps by the Women’s
Commission and the NHRC and legal provisions against domestic violence.

in Government of India’s eradication of Illiteracy programme from the India and
entire and South Asia which was launched

This
E-education programme has three major components which includes school
infrastructure development, child development and immunization and promotion of
E-learning, in schools all over India. The Government of India in principles has
decided to cover all the schools of India under the E- learning by 2018.Choudhary

E-learning scheme consist of a computer, projector and a screen and the total cost
of rupees 40, 000, which can be reduced further by adopting modern gadgets. A Pune
based organization is going to develop software in all major Indian language within

was completed in a free, fair and peaceful manner and M.Muthukumar thanked all the
polling, security and other personnel involved in this exercise.
For dereliction of poll duty by government employees 21FIR
have been lodged against them and strict action would be taken Muthukumar said.

Two persons died while going to cast their
votes in Balangir district on Thursday. The incidents apparently took place due
to intense heat.Sources said a 70-year-old woman, Dhira Bag, collapsed 100
metre from the booth and died on the spot while she was coming to cast her vote
at Khujenpali village.“I have ordered an inquiry into this incident after
getting reports from media and waiting for the probe report,” said Deputy
Collector Anita Panda.In the other incident, Keshab Putel (55) also collapsed
and died at Pandamunda village in Patnagarh block while he was standing in a
queue to cast his vote at the booth.

The Dadan Goti Shramik Suraksha Manch on
Tuesday submitted a five-point charter of demands to all the candidates
belonging to the BJD, the Congress and the BJP seeking elections to the
Assembly and Lok Sabha seats in Balangir, Bargarh and Nuapada districts.
Manch leaders Sudhanidhi Podh, Kartika Sabar and Laxmana Dip
submitted the memorandum.The demands are immediate rehabilitation assistance
for the freed bonded labourers as per the Bonded Labour System Abolition Act
1976, jobs to ensure livelihood of their families, Government land be provided
to them free-of-cost, inclusion of their families in the BPL list and ensuring
them of voting rights in the general elections.There are around 1,200 bonded
labourers in the State who are yet to get their rehabilitation assistance,
sources said.
