The Union Government, in reversal to its earlier decision, has
hiked the quantum of the annual grant to Rs 250 crore for the financial year
2012-13 under the Revised Long Term Action Plan (RLTAP) being implemented in
the most backward, tribals-dominated Kalahandi-Balangir-Koraput (KBK) region.
The announcement has political
significance in the wake of the Presidential polls and the anti-Centre boggy
being raised by the ruling BJD Government in the State.
The Planning Commission, in an
official communication, informed the State Government regarding the decision to
increase the financial assistance on Wednesday. The announcement followed Chief
Minister Naveen Patnaik’s demand before Planning Commission Deputy Chairman
Montek Singh Alhuwalia to raise the Central grant for an integrated development
of the tribals in the six KBK districts during the finalisation of the State
Annual Plan on May 4.
The Chief Minister asked officials of
the departments related to the RLATP to prepare revised plan estimates in view
of the hike in the Central assistance. In 2008, the UPA Government at the
Centre had reduced the assistance for the KBK districts from the earlier Rs 250
crore to Rs 130 crore.
In protest, the State Government launched
a parallel scheme in the name of the Biju KBK Yojana.
