It is common
to find electronic items, gold and other costly goods smuggled and sold in
market illegally to make huge profit and often caught by police.
However in a
new development, Kendu leaf, which is nationalised product and whose trade is
carried out by a Government agency and provides a minimum annual profit of over
Rs 100 crore to the Government, has turned out to be a new target of smugglers.
Balangir
district, which is otherwise infamous for its poverty, distress migration of
poor people to brick kilns in other States in search of livelihood, produces
one of the finest quality of Kendu leaves.
According to
sources, three days ago, a forest official in charge of Kendu leaf trade had
gone to the Balangir railway station and noticed suspicious movement of some
women. When he inquired, he came to know that Kendu leaf was being smuggled
from here to Kolkata.
When the
official followed a woman, she fled from the spot. Following the lead, the
official located a house near the railway station but couldn't find any Kendu
leaf in the house.
However, this
has lent credence to reports that Kendu leaf is being smuggled from district to
Kolkata in connivance with dishonest officials here. Local have demanded a
through inquiry in this regard and action against the culprits.

Balangir: The World Day to Combat Desertification and Drought was observed in Balangir on Saturday. Divisional Forest Officer Rashmi Ranjan Naik, ACF NK Jaysingh, Honourary Wildlife Warden Sudhir Kumar Mishra, Ranger BC Roul, advocate Gopal Hota and others spoke on the issue of desertification and the need to tackle drought. They urged the participants to check soil erosion by planting trees and conserving water to combat desertification and drought. The meeting was attended by members of Van Suraksha Samiti (VSS) and foresters and others.

In his speech,Honorary Wildlife Warden Bolangir, Sri Sudhir Kumar Mishra stressed the need to combat desertification and drought by conservation of rainwater in Traditional water harvesting structures like Muda,,Kata,pond etc by renovating them; optimum utilization of water resources;taking steps to check the soil erosion ,planting of more tress and conservation of forest and adopting traditional farming/cultivation practice which requires almost no amount of chemical fertilizer and insecticide and adopting Eco-friendly practice in farming and other spheres of lives.
Divisional Forest Officer Bolangir, RashmiRanjanNaik also stressed the need for Conservation of Forest,Checking the problem of soil erosion,plantation of more trees and taking care for their survival,Conservation of rainwater , optimum utilization of water in daily life to avoid wastage of water and to make our Earth free from the problem of Polythene.
The meeting was attended by forest guards of different beat and Foresters of Bolangir forest Range. The VanaSurakshya Samiti(VSS) members of nearby village forest, attended the sensitization meeting also shared their view points on this issue too.

In order to improve transparency in the rural housing initiative of the State Government, the District Administrations will take up several measures. Among them, the list of eligible beneficiaries of the current year will be wall-painted in each village, along with public display of priority list on Government buildings in gram panchayat – anganwadi centres and schools.
The list will be uploaded for wider display on the respective district website and there will be 100 per cent geo-tagging and registration of all the beneficiaries in the priority list.
While this proposal was presented by Collector Balangir Ashish Thakre in the rural housing initiative to be undertaken with the implementation of 3Ts – technology, teamwork, and transparency, Chief Minister Naveen Patnaik lauded the presentation.
Chief Minister Patnaik, who was quietly listening to Thakre, appreciated the efforts of the Group I for improving citizen centric services in the State through 3Ts.
During the Collectors workshop, which was attended by Collectors and several Ministers, the Chief Minister was happy over the out –of- box thinking of the Collectors in Group I. Secretary Rural Development Bishnupada Sethi was the moderator, who guided the Collectors to prepare the presentation.
While presenting the proposal, it was said that District Awaas Cell will be set up to directly call and contact the beneficiaries and to facilitate them in all the stages of construction of rural houses.
The District Awaas Cell will have a grievance redressal unit and a social audit unit, etc. Mobile registration of beneficiaries on Awaassoft will be done for receiving alerts at different stages, he added.
“There will timely release of funds. The funds will be released in three instalments – 20+80+20/30. A timeline will be fixed for different stages of construction of a house. One month duration has been fixed for work order to plinth, two months for plinth to roof casting, and one month for roof casting to finishing. Time gap of transferring funds to the beneficiaries will be reduced. There will be penal provisions for any delay in bill processing and there will be zero tolerance on malpractices,” said Thakre. Regarding the quality of construction, the Collector said the State will prescribe wide range of models – geographical, cultural and disaster proofing, and additional amount will be disbursed in cyclone prone areas.
A dedicated Rural Housing Cell at block level will be set up for the convenience of the beneficiaries.
“Quick grievance redressal is one of our top priorities. All grievances will be tracked from receiving to disposal. An Awaas Mela will also be held every month on a fixed date,” the official said. The official ensured that apart from adequate water supply and electricity, more facilities like soak pits, cow sheds, goat sheds, compost pits, dug wells, etc, will also be provided to the people.
Now this proposal will be approved by the State Government and the District Administrations will implement the same for rural housing initiative, which is the flagship programme of the State Government.

Even as this year the Balangir district has
recorded a good mango crop yield bringing cheer to the farmers, the absence of
adequate storage space and marketing facility have led to distress sale.
Much to the mango farmers’ woes, it is the
middlemen and traders who are reaping the benefit, by offering less price to
the farmers and selling mango at higher prices in markets.
The local traders offer Rs 1,000-Rs 1,200 per
quintal of mango to the farmers whereas they sell mango at Rs 3,000 per
quintal. Thus they get three times of what they pay to the farmers.
The low price offered by traders to mango farmers
has hit them hard.
They are at a loss as to what to do? There is no
storage facility in the district. Moreover the marketing support and linkage
from district administration is not available in the district.
The Koraput district administration has taken
good steps to prevent distress sale of mangoes, said president of Balangir
Zilla Krushak Surakshya Sangathan Arun Mishra
The apathy of the Balangir district
administration and local politicians towards the issue is disgusting, lamented
a farmer.
Meanwhile, the locals warned that farmers could
resort to suicide unless necessary measures were not taken immediately to
ensure betterremunerative prices
to them.

DAY 2: DMS DISCUSS FIVE PRIORITY SERVICES
The District Collectors held detailed discussion on five priority sectors like municipal services, skill development, youth services, construction workers’ welfare and health services on the second day of the Collectors’ workshop here.
The Collectors of 30 districts formed five different groups and discussed one issue each. The groups suggested ways and means for bridging the gaps and making the service delivery hassle-free for the citizens.
The groups presented suggestions to Chief Minister Naveen Patnaik in the afternoon session. Chief Secretary AP Padhi, Development Commissioner R Balkrishnan, Additional Chief Secretaries and Principal Secretaries and Secretaries of various departments were present.
On construction workers’ welfare, Collectors suggested for a universal registration across all blocks and districts so that they can access to services from anywhere in the State. Construction workers get 11 different kinds of packages and assistances.
Similarly, Collectors suggested for engagement of multipurpose lab technicians, creation of online portal for monitoring of clinical establishments, adoption of machined cleaning in hospitals and use of technology for raising alert and real time response system in hospitals.
Chief Secretary Padhi said suggestions given Collectors were very useful. The suggestions are also being collected from cross sections of the population through web portal. As of now, around 160 suggestions on various sectors have been received from the people through the portal.

Chief Minister Naveen Patnaik is understood to
have accepted many practical suggestions made by District Collectors on
effective implementation of various schemes on the first day of the three-day
DMs’ conference on Sunday.
The suggestions made by Balangir Collector Ashish
Thakre, Nayagarh’s Arindam Dakua and Dhenkanal’s Bhupendra Singh Poonia were
very positive and out of box thinking, according to sources.
Five groups of Collectors were formed to suggest
ways to the Government on how to effectively implement schemes like rural
housing, drinking water, paddy procurement, Forest Rights Act, various schemes
for farmers and students.
Each group had two moderators from among
departmental Secretaries and Directors and they discussed issues in separate
conference halls.

Kumar Meena coordinated the workshop which was attended by Additional Chief

The Karangakata pond located in the heart of town and spread over more than 18 acres has dried up for the second year in a row.
Thanks to paucity of funds at Balangir Municipality and closure of renovation and repair scheme in the Minor Irrigation department, the desiltation work could not be taken up.
The drying of Karangakata pond has sparked resentment among citizens here who held a meeting inside the dried pond on June 5 under the banner of Karangakata Banchao Samiti and resolved to save it.
The Karangakata pond was known for its crystal clear waters and was used for drinking water purpose, pointed out a local here.
In 2016, although there was good rain, yet the pond dried up this year.
Following public resentment, the Bolangir municipality in 2016 had spent around Rs 5 lakh for desiltation of soil of Karangakata which hardly served any purpose
After this, the Bolangir Municipality handed over the 17ponds to the Minor Irrigation department to take up renovation, restoration and repair of ponds.
However, according to sources, the MI department after keeping the files for more than a year returned them to the Bolangir Municipality in March this year saying that the scheme to take up repair renovation and restoration of water bodies /ponds had been closed.
Meanwhile, Rs lakh has been sanctioned by the Bolangir Municipality to take up construction of concrete road stone pitting and construction of bathing ghats in the Karangakata pond.

B’NGIR SCHOOL OBSERVES ENVIRONMENT DAY
The World Environment Day was observed at the Adarsha Vidyalaya, Dhumamara, on the outskirts of Balangir town on Monday.
District Collector Ashis Thakre stressed the need to protect the mother earth from further ecological degradation. “We have to hand over the mother earth in an ecologically better position to the future generation,” Thakre observed, and sought cooperation of all for protection of the environment and the mother earth.
Among others, DFO Rashmi Ranjan Naik, ACF Goutam Naik, honorary wildlife warden Sudhir Kumar Mishra, Balangir range officer BC Roul and Principal of Adarsha Vidyalaya Patherchpa Khymanidihi Jhankar spoke on different aspects of ecological crisis and sought the cooperation of all to make the environment a better one.
DFO Naik planted a Neem tree there in the presence of district Collector Ashis Thakre. Later school students planted trees in the school campus.
On the occasion, seven persons from different parts of the district were honoured with certificate and cash prize of `5,000 by the district Collector for their contribution to preserve forest and environment.

NHRC TAUNTS ODISHA GOVT AGAIN, ASKS FOR ATR
The National Human Rights Commission has once again asked the Director Special Project Odisha to submit additional information on rehabilitation of rescued bonded labourers of the State.
It has directed the Government Odisha to furnish the details of payment made to the released labourers along with proof of payment within six weeks falling which action may be taken against the concerned
officials. In its order dated May 22, 2017, the NHRC had expressed displeasure over non-submission of an action-taken report (ATR) of bonded labourer rehabilitation in Odisha.
It would be pertinent to mention here that the NHRC had taken suo moto cognizance after a report published in The Pioneer, entitled ‘Bonded labourers rescued, not rehabilitated on December 11, 2015 and had asked the State Chief Secretary to submit an ATR within four weeks on the matter.
