B’NGIR, T’GARH POLLS TODAY
Tuesday, 01 July 2014 | PNS | BALANGIR | in Bhubaneswar1The Balangir and Titilagarh Municipalities will go to polls on Tuesday.Voting for the 21-Ward Balangir Municipality and the 15-Ward Titilagarh Municipality will take place between 8 am and 5 pm.
While 50 polling booths of Balangir have been identified as sensitive and 14 as hypersensitive, all the polling booths in Titlagarh have been declared as sensitive.
While 14 platoons of police have been deployed in Titlagarh, one platoon has been deployed in Balangir.

All the major political parties — the BJD, the Congress and the BJP — are contesting the polls in both civic bodies with several prominent leaders of the parties having campaigned for their candidates.

Vigilance sleuths detected total movable and immovable assets during a house search of Dr Anantaram Meher, Specialist in Orthopedics at the District Headquarters Hospital in Balangir to be Rs1, 69, 11,551. The search was on and it was expected that the total assets may reach to over Rs2 crore.On the allegation of acquisition and possession of disproportionate assets, the Sambalpur Vigilance team conducted a raid at his residential house located in Brahmanpada in Balangir town and several of his houses at Patnagarh town simultaneously on June 28.

Locals on Saturday ransacked and burnt the office of the Sub Divisional Police Officer (SDPO) in Titilagarh town of Balangir district following death of a youth allegedly due to torture caused by police.
The irate mob torched furniture, files and a police vehicle along with two wheelers. Earlier in the day, some people attacked the Titilagarh police station and damaged furniture, TV and office properties protesting the death of a mobile shop owner Basant Pradhan due to alleged police torture in the custody.
According to reports, Pradhan had been picked by the Balangir police on June 10 in connection with a mobile theft case. The police had allegedly kept him in custody for five days and brutally tortured him. When Pradhan’s condition worsened, the police sent him to hospital. But he could not be saved by the doctors of a hospital in Titilagarh and died on Saturday.
While no case was lodged against Pradhan yet the police tortured him in its custody till June 15, alleged family members.Balangir SP and Additional SP Sunil Joshi reached the town and are monitoring the situation.Joshi said they would definitely take action against the police staff if they found guilty. “The post mortem will be done by doctors from outside. Besides, the persons against whom allegations are being made will be charged under Section 302 of IPC,” he said.

Even though the State Government is making tall claims of bringing job opportunities for the poor at their doorsteps through MGNREGS, a report of some villagers migrating from Balangir district to neighbouring Andhra Pradesh for earning livelihood and subsequently returning harassed proves the claims wrong.
According to reports, 12 members of four families belonging to Sargul village of Ichhapada Grampanchyat under the Muribahal block had gone to work in brick kilns of Moudipalam in Vishakhapatnam district in January 2014. They had taken advance money from two local sardars before leaving the village.Recently when these people wanted to back home the kiln owner reportedly refused to give them leave. Aggrieved at this, four male of them, Giridhri Haripal, Ashok Benia, Kunu Deep and Bidyadhar Kalet, left the kiln without others’ notice and reached Sargul a few days back.
“We are worried about the condition of female members and children left there,” lamented Bhajaram Sahu, an NGO activist.Meanwhile, Balangir SP Ravi Prakash talked to the Additional SP of Vishakhapatnam on the matter. The Vishakhapatnam SP assured that he would take necessary steps to protect the rest of family members left in the brick kiln, Prakash told The Pioneer.

The State Government is mulling to provide edible oil and pulses to the people through the public distribution system (PDS) soon.
Food Supplies and Consumer Welfare Secretary Madhusudan Padhi said this while speaking at an inception workshop of a European Union supported project titled ‘Improving People’s Access to Information on Public Schemes and Services in Koraput and Sundargarh’ held here on Wednesday.
The four-year project is being supported by the European Union and Implemented by DanChurchAid in partnership with Spread, Disha and the Office of the State Advisor to Commissioners of the Supreme Court on Food Rights.
Former State Information Commissioner Prof Radhamohan, retired bureaucrat Aurobindo Behera, senior journalist Sampad Mohapatra, State Nodal Officer Mid-Day Meal (MDM) Gangadhar Sahu participated in the workshop and highlighted the role of NGO in ensuring better implementation of various welfare schemes in grassroots level.
The project would aim to increase awareness amongst and participation of target communities in governance of the schemes/services like Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), PDS, Integrated Child Development Scheme (ICDS) and MDM etc in Koraput and Sundargarh districts, stated Santosh K Padhy of the DanChurchAid.
Speaking on the occasion Prof Radhamohan stated that such a project would bear the yielded results only when the people’s organisations and the implementing development organisations ensure continuous engagement and dialoguing with the various tiers of the Government on the challenges faced by people while accessing the schemes and services.

CONG MOVES SEC OVER RETIREMENT AGE HIKE

The Pradesh Congress Committee (PCC) on Friday moved the State Election Commission (SEC) demanding legal action against the State Government for allegedly violating the model code of conduct enforced for the July 1 Balangir and Titlagarh municipality elections by announcing hike in the retirement age of its employees from 58 years to 60 in public.

“Undoubtedly, the decision on the retirement age of Government employees is appreciable. But the way the Government announced it was not appropriate so far as the existing model code of conduct for the municipal elections and the ongoing session of the Assembly are concerned,” said PCCs Vice-President Sibananda Ray.

Submitting a memorandum to the SEC, the party demanded immediate legal action against the Government.

The first Radha Charan Mishra Memorial lecture on ‘Distress migration in Balangir’ was organised at the Sambadik Bhavan here on Sunday.
The lecture was organised to pay tribute to Radha Charan Mishra on his first death anniversary. Balangir MP Kalikesh  Narayan Singh Deo paid rich tributes to late Mishra.
Aide et Action’s Saroj Barik, senior lawyer Jayakrushna Sahu, journalists Birendra Jhankar and Sudhir Mishra and noted columnist Harihara Mishra (Mumbai) spoke on various aspects of migration of labourers in Balangir. They opined that a concerted effort should be taken by the district administration to resolve the problem of the district.

RC memorial lectures has been started in a modest way by Bolangir Correspondent of The Pioneer ,Sudhir Mishra,in memory of his father Sri Radha  Charan Mishra who passed away on 3rd July 2013 night (the death anniversary was observed as per the Tithi Hindu Calender not as per the English calendar date)

There is a saying in English-Time and tides waits for none-It continues to march ahead.It has been going on since ages/time immemorial.
On 3rd July2013 my father Sri Radhacharan Mishra passed away suddenly -He wasquite hale andhearty .
In the meanwhile a year passed away -It seemed to be a event of yesterday --
He struggled a lot to build our career - We missed him a lot ---
As per the Tithi (not English date ) his first death anniversary is going to be observed on 22nd July with rituals and a small get together among our relatives and close friends (see the picture of my father

Now, Devi Bhagabata can be read, recited and heard in Oriya as well, thanks to Swami Shakti Bhusananda Saraswati of Shakti Bhavan Yogashram of Deogan near Balangir whose Herculean efforts in translating the seminal work into Oriya has made it possible. Millions of followers of the Shakti cult in Orissa can now study and understand the work much better in their native language.

The holy Srimad Bhagabata, written by sage Byasa Deva and translated into Oriya by Atibari Jagannath Das is entwined in the lives of millions of Oriya people as it is read, recited and worshipped by people all over Orissa. However, there is another Bhagabata written by Sage Byasa Deva called Devi Bhagabata which is relatively unknown to people. The Devi Bhagabata, another work of great significance describing the cosmic power in Sanskrit remains unnoticed, explains Swami Shakti Bhusananda Saraswati of Shakti Bhavan Yogashram of Deogan near Balangir.

Like the Oriya Srimad Bhagabata of Jagannath Das, my Oriya version of Devi Bhagabata also contains 18,000 slokas in 18 chapters. The epic describes that Shakti is the moving force and without Shakti everything including wisdom and intelligence is meaningless, he explained further.

"I came across the Devi Bhagabata 20 years ago and became so much influenced by its philosophy that I delved into it like fish to water and started studying the epic deeply. After gaining a thorough knowledge and expertise on the subject, I started translating it into Oriya only six years ago in 2003," he said.

Although there are lots of Puranas, nowhere the concept of Shakti has been given so much importance like in the Devi Bhagabata, he juxtaposed citing references. Knowledge, devotion and power are essential ingredients of religious scriptures but both knowledge and devotion are under the control of power and without power nothing moves, he explained further.

Elaborating further, he said that if the syllable "Shi" is removed from the word 'Shiva,' it would be 'Sava' (meaning dead body). This sacred and powerful syllable "Shi" represents the Shakti (Cosmic Power) which is controlling the whole world.

The main difference between Devi Bhagabata and the Srimad Bhagabata is that Devi Bhagabata speaks more about the Shakti. While the recitation of Srimad Bhagabata is done for seven days, the recitation of the Devi Bhagabata is done for nine days, he said. The Srimad Bhagabata written by Byasa Deva was translated by Jagannath Das and popularized by the exponents of the Bhakti cult like Sri Chaitanya Mahaprabhu and others who followed Vaishnavism.

As the Devi Bhagabata has been written in Oriya Nnabakshari form, it is hoped that it would be accepted by all and enjoy the same status as that of the Srimad Bhagabata.

The National Human Rights Commission (NHRC) has asked the District Magistrate and Collector to take appropriate action within eight weeks in tracing the whereabouts of migrant labourer Gura Puta of Patnagarh block, who had gone to work in brick kilns of Andhra Pradesh five years ago and has gone missing since then.
The commission passed the direction while acting on a petition filed by journalist Sudhir Mishra basing on a news report published in The Pioneer on October 22, 2013 titled as ‘Migrant labourer missing for past five years.’The NHRC has also directed the Collector to inform the petitioner about the action taken by the authorities.The petitioner alleged that neither the Labour Department not the police are taking any action in this regard despite repeated petitions by the wife of the hapless migrant.

According to reports, the victim Goura Puta of Goelmara village under Patnagarh police station was taken to Hyderabad by one Debar Dharuaa of the same village in October 2008 to work in brick kilns.

Bolangir ;The National Human Rights Commission New Delhi has asked the District Magistrate/Collector  Bolangir  to take “appropriate action” and to inform the complainant  ,within eight weeks on the whereabouts of missing  migrant labour  Gura Puta of Patnagarh block  who had gone to work in the brick kilns of Andhra Pradesh five years ago and missing sincethen.

After this report was published in the Pioneer  dated 22ndOctober 2013(MIGRANT LABOURER MISSING FOR PAST FIVE YEARS, and a complaint was filed by the this correspondent with NHRC .

Acting on the news published in the Pioneer and subsequent complaint with NHRC by The Pioneer’s Balangir correspondent, The NHRC has directed District Magistrate Bolangir to file action taken report within 8weeks

Due to the callous attitude of the district administration, a poor migrant from the district who had gone to Andhra to work in brick kiln and has gone missing since past five years is yet to be traced.
 Neither the Labour Department not the police are taking any action in this regard despite repeated petitions by the wife of the hapless migrantAccording to reports, one Goura Puta of Goelmara village under Patnagarh police station was taken to Hyderabad by one Debar Dharuaa of the same village in October 2008 to work in brick kiln.
While taking Goura, Debar had told Sebati Puta, wife of Goura, that his son Chouban Dharuaa was working there in Hyderabad and he was taking Goura for a visit and he would return soon. “Moreover, my husband also told me to return within seven days,” said Sebati Puta. “As my husband did not return I enquired about his whereabouts and Debar did not give me any satisfactory answer,” she added.
Meanwhile, Chouban has returned home and he is also not keeping mum about Gaura’s whereabouts. “In 2008, I had submitted a petition with the district administration appealing for rescue of my husband but nothing happened. Today again, I am submitting application to district Collector, District Labour Officer and police to trace my husband who has been missing since past five years,” says Sebati.
Even though the Government has announced various employment generation schemes like MGNERGA to provide work to people at their door steps and thereby stop migration, yet reports of poor people from this region migrating to other States in search of jobs and facing exploitation, torture and even missing for years are coming to fore from time to time.
