Members of the Balangir District Congress Committee led by Bhagban Bagarti, Laxman Meher, Sudhir Parischha, KailashMishra and Biren Mishra on Saturday held a rally here demanding Chief Minister Naveen Patnaik’s inclusion in the CBI’s chit fund inquiry and his resignation.
“While BJD MP Ramchandra Hansda and MLA Pravat Tripathy have been arrested, one of the assistants at the Naveen Nivas Saroj Sahu has been interrogated by the CBI. It reveals that ruling BJD is involved in the chit fund scam. Hence, we demand CM be included in the inquiry and be arrested,” DCC president Bhagaban Bagarti said while addressing partymen at the Collectorate here.
The Congress leaders alleged that the State Government has made concerted efforts not to allow the State Assembly to run properly. “Normally, a State Assembly is adjourned due to ruckus by Opposition members. It is disappointing that the ruling members are creating pandemonium over non-issues and causing adjournments in the Odisha Assembly,” said the agitating Congress leaders.
They further stated that while the West Bengal Government has returned money to small chit fund investors (below Rs 10,000), the Odisha Government is yet to take steps in this regard.
Later, the Congress activists burnt the effigy of the Chief Minister and submitted a memorandum to the Governor through the district Collector seeking dismissal of the Naveen Patnaik Government.

Two out of the three labourers who sustained severe burn injuries due to explosion in a cracker making unit in Balangir on November 26 died at the IGH Hospital in Rourkerla on Friday. They were identified as Narendra Suna and Nilamani Suna.
According to police sources, Narendra, Nilamani and Riku Suna had been injured in an explosion that took place while the trio was manufacturing crackers in the house of Jugal Kishore Patra of Radharani Pada in Balangir town.
The injured labourers were first taken to the District Headquarters Hospital, Balangir and later, shifted to the VSS Medical College, Burla. However, as their condition deteriorated, they were again shifted to the IGH, Rourkerla.
Meanwhile, the Balangir Town police have registered a case under Section 286/337/338 of IPC and 9(B) of Explosive Act and forwarded a person to court in this connection.

It may be remembered that a few months ago there was also such a cracker explosion at Gandhinagar Pada. The locals have demanded shifting of the cracker making units from residential area.

District Collector Dr M Muthukumar formally flagged off the ‘Run for Inclusion; Turning Dreams into Reality-2014,’ organised by Aide at Action International South Asia (AEAI-SA) and sponsored by Airtel and Odisha Cement Limited (OCL) here on November 23.
The objective of the run is to ensure sustainable and dignified reintegration of the socially excluded community into the mainstream. Its proceeds would go to promote education of girl children, said Collector Muthukumar.
School and college students, citizens, members of civil society and of Balangir Action Committee participated in the run which marched through the town. Earlier at a brief inaugural ceremony SarojBarik of Aide et Action informed that the run was being organised in the 23cities of India and in entire south Asia, including Nepal, Sri Lanka and Bhutan and the proceeds from the race would go for educating the girl children in the subcontinent.
The run will not only allow people show their solidarity and responsibility towards their country and humanity, but will also provide them an opportunity to extend support towards eradication of disparities in society, said Barik. Among others, Kamledu Pal, Sanjaya Mishra and Lambodar Patel spoke.

Paddy Procurement Automation System (PPAS) would be introduced in 527 Primary Agriculture Cooperative Societies (PACS) in 60 blocks across 24 districts of the State from December 1 in order to maintain transparency in paddy procurements, official sources said here.
The PPAS system has been designed by the Odisha Modernising Economy Governance Administration (OMEGA) with the supported of the Department of International Development (DFID).
“Under the system, paddy procurement transactions will be recorded online  and quick payments will be made to the concerned farmers. There will be no discrepancies and delay in payment,” explained an official, adding that 60 blocks were selected as they contribute around 60 per cent of total paddy procured in the State.
The official further informed that the genuine farmers and their surplus paddy would be identified and information about them would be displayed in the website.
The PACS selected for PPAS include 45 PACS in four blocks of Balangir district. They are Patanagarh, Bolangir, Puintala and Balangir.
“We have told the selected PACS to arrange and keep ready a computer with printer, internet system and an inverter and send the details to the State Government,” an OMEGA official said.
Irregular electricity supply in rural areas might be a problem for smooth functioning of the system, apprehended some locals here. The State has since long been in need of such a system to benifit farmers and traders alike for more efficiency.

Villagers of Bandhkeda of Chikalbahal gram panchyat under Balangir block have kept their village Anganwadi Centre (AWC) locked since long alleging that Anganwadi Worker Rashmita Behera with help of a ‘fake’ ward member Chandrakala Tripathy has been embezzling Government funds since long.
“Even though two years have passed since the Agnanwadi Centre set up in the village, it is yet to start functioning. But the Anganwadi Worker along with a fake ward member have opened a joint a pass book in the name of the Anganwaid Centre and are withdrawing Government money,” villagers said in a petition submitted to district Collector M Muthukumar.
The joint pass book has been opened in the local branch of the Axis Bank in the name of Anganwadi Worker Behera and Chandrakala as Ward Member while the real Ward Member is Rajkumari Behera, they informed.
The money comes from Government for providing food to women, children and others is being withdrawn by the two. They have also been submitting false bills in support of their withdrawal, villagers alleged further. The whole thing came to light after one Siba, a NGO worker, discussed elected Ward Member Rajkumari about the power and function of a Ward Member in management of the ICDS on September 15. Knowing about the illegalities, Rajkumari shot up a protest letter to the Axis Bank Balangir Branch seeking clarification on alleged forged account. Then villagers submitted a petition to the Collector and a complaint in the Tusura police station.
Balangir Sub-Collector BB Bhola and Sadar block CDPO also conducted an inquiry into this matter. “While no action was taken against Chandrakala and Rashmita, we have kept the Anganwadi centre locked,” said a villager.

Action will be taken against the Anganwadi Worker and the other if found guilty as per the law, Collector Muthukumar told our correspondent over phone.

RTI activist Nilamani Joshi has threatened to stage an indefinite dharna in front of the district Collectorate from December 1 demanding cancellation of the Revenue Inspector (RI) and Amin recruitment examinations-2013 for Balangir district and appropriate punishment to the four OAS officers and subordinate staffs involved in the recruitment scam.
In a letter to CM Naveen Patnaik, Joshi hailed the arrest of former Balangir Collector Debraj Mishra and demanded the same punishment for other people involved in the racket.He also alleged that another former Collector of Balangir also did not take proper step against the irregularities in the recruitment.

“Moreover, the present district Collector should have taken action against the OAS officers and the subordinate staffs involved in the scam in the beginning,” Joshi pointed out, demanding that all those responsible for the irregularities in the examinations be sent to jail.

District Collector M Muthukumar has directed the Sub-Divisional Level Forest Rights Committee (SDLC) of Saintala to clear all the community claims submitted by villagers for their forest rights under the Forest Right Act (FRA) 2006 within 60 days.
The Collector was speaking at a workshop on the minimum support price (MSP) of marketing of non-timber forest produces (NTFPs) organised by the Zila Jungle Suraksha O Parichalana Forum and the Regional Centre for Development and Cooperation (RCDC) at Saintala, 40 km from here,on Wednesday.On this occasion, the Collector formally released the ‘Gandhamardan honey’ collected by residents of six villages of the Gandhamardan area. Interestingly, while the MSP for a kg of wild honey has been fixed by the Central Government at Rs132, it has been selling at rates of around Rs200 to Rs330 in market.
Given the higher price in market, how a primary collector would sell honey to the Government at a rate below the market price, questioned an NGO activist. The Collector also stressed on convergence of various programmes for forest dwellers.Speakers discussed different aspects of NTFPs, their minimum support prices at the workshop, which was attended by block-level officials, NGO activists and villagers.

Absence of adequate space has prevented solid waste dumping and its proper management in Balangir district headquarters town.According to official sources, everyday a total of 5.2 MT of garbage is generated from the 21wards of the Balangir Municipality which is spread over 32.77 sqkm of area.
Although there is a provision that garbage should be dumped in an earmarked yard, 5 km away from the town, one finds garbage being dumped in at by- pass road side in Balangir-Sonepur road, Titilagarh road, Patnagarh road and in Bishnumunda area.
The most important point is the dumping yard at Bishnumunda which is spread over 10 acres has run into a problem with a massive area having been encroached upon by the locals.

“When we tried to raise a boundary wall, it was not possible due to opposition by the encroachers. We have appraised the situation to the higher authorities and have suggested another 10 acres of land for dumping purpose. The yard would be developed only after the land comes into possession of the Balangir Municipality,” said Executive Officer of Balangir Municipality Santosh Behera. He added, “We have stopped dumping of garbage in Patnagarh road and have also instructed employees not to do it at Titiligarh road.”

The health condition of bonded child labour Sushant Kumbhar (13), who was subjected to physical torture and whose hand was crushed by his brick kiln employer in Karnataka recently because he refused to work in his factory, is fast deteriorating.
The injured and subsequent operated hand of the victim, who is a resident of Kadalimunda village in Patnagarh block, has worsened further as the injured place has become septic and fingers are not working properly.  “The parts of the operated hand have become swollen with pus. The fingers are not working  properly. Unless immediate medical attentio is provided, Sushant’s hand might not work normally,” said social activist Dayasagar.
Interestingly, though the victim was released as a bonded labour from Gulbarg in Karnataka, he is yet to receive the livelihood assistance under the Bonded Labour (System) Abolitions Act of 1976. “I have filed a case in the NHRC urging it to order the State to provide free medical care to the child and also interim relief of Rs5 lakh for the rehabilitation of the family. An impartial enquiry may be initiated to find out the fact and also to nab the culprits who made him suffer,” said Dilip Das of Antodaya, Kalahandi.
Noted social activist Vidhya Das, who visited the victim on October 26, expressed deep concern over the condition of Sushant. She appealed to people to provide financial assistance to the kid for his proper medical treatment. The victim along with his parents, Santosh Kumbhar and Bhanumati Kumbhar, brothers and sisters, was taken to a brick kiln in Karnatak in December, 2013 through contractor Bhutul Behera of Tikrapada and Mohan Meher of Baghlabandh village of Patnagarh.  They took all the members of the hapless family to Khanderyanapali area of Sedam police station in Gulbarga district and employed them in a brick kiln by promising more money.

The Special Vigilance Court here on Monday rejected the bail application of former district Collector of Balangir Debraj Mishra, who was arrested on November 7 in connection with a recruitment scam.
He along with a few employees under his command resorted to gross irregularities in the appointment of revenue inspectors (RIs) and amins during his tenure as Collector of the district during 2012-13.
The court upheld the decision of the Additional District Judge (ADJ) court here which had remanded him to judicial custody for 14 days on November 8. Mishra’s counsel Pramod Mishra in his arguments before the court contended that all the nine charges against his client were baseless and untenable. This was countered by special public prosecutor Jai Bihari Kadam.
Advocate Mishra said his client would be moving the High Court for bail. Meanwhile, the former Collector is currently lodged in the Balangir district jail. Mishra was arrested from his residence in Kapilaparasad in Bhubaneswar on November 7 by a joint team of Vigilance officials from Sambalpur and Bhubaneswar divisions.
The Vigilance sleuths claimed to have seized a number of incriminating documents, besides about 300 grams of gold from his residence during the raid.  The startling revelations about the gross irregularities obtained through RTI had led first to a Vigilance inquiry followed by a Crime Branch probe and culminated in Mishra’s arrest on November 7.  Mishra was suspended by the Government before his arrest after preliminary investigation found prima facie evidence against him.

Former Balangir district Collector Debraj Mishra, who had been arrested on corruption charges by Vigilance on Friday, was sent to the Balangir Jail after his bail application was rejected by the Additional District Judge (ADJ) Court here on Saturday. 
Mishra was taken on a 14-day remand by the Crime Branch, which is probing the recruitment scam against him. He would be produced before court again on Monday for hearing of his bail plea.
Mishra was produced amid tight security in the ADJ court on Saturday morning. Hundreds of people lined up on roadsides to see Mishra while he was being taken to the jail. But the police didn’t allow anybody, even mediapersons, close to Mishra. Mishra had been arrested from his residence at Kapilaparasad in Bhubaneswar by Vigilance officials in connection with the gross irregularities in the appointment of Revenue Inspectors (RIs) and Amins during his tenure as the district Collector of Balangir during 2012-13.
Meanwhile, RTI activist Nilamani Joshi also demanded action against four OAS officers, Clerk Niranjan Tripathy and 10 others who are allegedly involved in the irregularities.
Later in the day, district Collector M Muthukumar suspended Clerk Niranjan Tripathy and shifted OAS officer Anita Panda from the Establishment Section of the Collectorate to another section.

Former Balangir district Collector Debraj Mishra was arrested from his residence in Bhubaneswar by the Vigilance police on the charges of gross irregularities and corruption in the appointment of Revenue Inspectors (RIs) and Amins during his tenure in Balangir.
Mishra, who was the Balangir Collector during 2012-13, had been suspended by the State Government earlier this year after the serious charges were levelled against him over recruitment of RIs and Amins. It was alleged that Mishra in collaboration with some of his staff had collected money from candidates on promise of providing them jobs.
The Government had ordered a Vigilance inquiry into the allegations and later handed over the case to the Crime Branch (CB) police.
Mishra, an IAS officer promoted from the OAS rank, was placed under suspension after the preliminary investigation found prima facie evidence against him.
The CB had also registered cases at the Balangir SDJM Court against Mishra and four OAS officers Anita Panda, Binod Bihari Das, Raghunath Mundari and Ripunath Suna and senior clerk Niranjan Tripathy in connection with the scam.
It was an RTI query that nailed the officials, including the Mishra.
The startling revelations about the gross irregularities obtained through RTI first led first to a Vigilance inquiry and then a CB probe, culminating in the arrest of Mishra.
The CB, during its investigation, had found the involvement of the Collector and four other Government employees, including Niranjan Tripathy, in the illegal appointments and had registered cases against all five of them.
“The Balangir Collector was the sole custodian of the recruitment process as well as the almirah where the question-cum-answer sheets were kept. It is now quite clear that Mishra, instead of keeping these question-cum-answer sheets in the Government treasury, had kept them in the almirah at his office room with the key in his possession,” the Vigilance inquiry report had said.
The report also said that Niranjan Tripathy had intervened in the matter and told the answer evaluators that there were no specific guidelines regarding computer practical test which was later conducted as per his suggestion. The report had also stated that the candidates were awarded marks as per the order of the Collector.
The report had revealed that the candidates who had secured mere two marks in computer practical test were given 93 marks while the candidates who had secured 98 marks were awarded zero marks as per the advice of Mishra during the revision of answer sheets, which was conducted by the employees not engaged in the examination earlier.
The Revenue Divisional Commissioner (North) had also conducted an inquiry into the scam and submitted a report to the Government.
An elated Balangir-based RTI activist Nilamani Joshi, who along with others like noted RTI activist Pradip Pradhan and some unemployed youths had raised voice against the irregularities from the very beginning of the recruitment drive, said, “It is good news for us. Now, we demand arrest of other subordinates officials, clerks and invigilators involved in the RI and Amin recruitment scam. The answer sheets should be examined by handwriting experts and in a forensic laboratory to determine the tampering done by invigilators of the examinations.”
Efforts to get a comment on the development from Balangir district Collector M Muthukumar failed as calls to his cell phone went unanswered.

Even as the State Government has announced hike in the Minimum Support Price (MSP) of paddy and the harvestingSeason is all set to begin, crop loss due to pest attack seems to have forced a loan-burdened farmer to commit suicide in Balangir district.According to reports, Arjun Bhue (40) of Duaanpali in Jhankarpali gram panchyat under Balangir Sadar block allegedly consumed poison on Monday morning. Though he was rushed to the District Headquarters Hospital, he died there in the evening.
Arjun, a share cropper, had undertaken paddy cultivation in one and a half acres and brinjal in three and a half acres of land but his crops were damaged due to pest attack. Arjun had taken loan from ADB and DCCB to undertake the cultivation works.
A team of officials have visited Arjun’s agriculture field to verify the crop damage, according to Deputy Director Agriculture (DDA) Manoranjan Malick. When contacted, district Collector M Muthukumr said he would comment on the alleged farmer’s death only after a joint inquiry is conducted by the Sub-Collector, agriculture officials and RI staffs.
