RTI APPLICANT ASKED TO PAY RS 1,09,520 FOR INFO

In an interesting development, an RTI applicant was
asked to deposit Rs 1,09,520 to get the information he has sought from the
Balangir Deputy Registrar of Cooperative Societies’ (DRCS) Public
Information Officer (PIO).
Shankar Prasad Panigrahi of the district had sought
information from DRCS office on different points on June 17.
He sought information on the total number of profit
and loss-making Primary Agriculture and Credit Coperative Society (PACS);
details of profit and loss making PACS, names of the Secretaries/CEOs appointed
there and whether they belong to cadre posts and the total number of PACS they
visited and the inspection report by the present DRCS.
Almost after a month of the submission of the
application, the DRCS office sent a letter to Panigrahi asking him to deposit
Rs 1,09,520 so that the information could be supplied to him.
The DRCS office categorised the expenditures like
Rs 40,320 for Xerox copies of audit report of 224 PACS, Rs 44,480 for
man-days charge, Rs 22,400 for transportation cost, Rs 2,000 for registration
post.
“I had asked for simple information of profit and
loss-making PACS which could have been given in a paper. Moreover why should I
bear the expense of a person engaged to collect information from all PACS and
its transportation charges?” questioned the petitioner.
Moreover, the RTI reply does not mention about the
inspection reports of the present DRCS MN Das, said the petitioner.
