In the on-going PLG Martyrs’ Week since July 28, observed by the Maoists across the State, Balangir SP Deepak Kumar received a letter of the ultras on Wednesday warning him of dire consequences.

According to reports, the Maoists have held him responsible for death of a cadre Goutam Bag and have threatened the SP to punish him. When contacted, SP Deepak Kumar said, “All the people who are against their ideology, the Maoists consider them as their enemies and since they don’t believe in democracy, they consider entire bureaucracy to be their enemies.”

Government schemes have failed to attract and keep rural youths at home. Nothing seems to stop youths from moving to outside States to seek employment. The trend is prevalent not only in the 10 distress migration prone districts of western Odisha, but also from the hilly and tribal areas of southern Odisha.
Conflict situation and climate induced changed conditions are accentuating the youth migration from their native village to far-off places like Mumbai, Uttar Pradesh, Tamil Nadu, Karnataka and other places.

This was observed by speakers at a regional level consultation, organised by Aide at Action, Youth Council for Development Alternatives (YCDA), and Western Odisha Migration Network at Bargarh. It was attended from representatives of 20 districts of south and western Odisha, besides CWC members and lawyers, academicians and civil society activists.

Conflict migration basically points out to a situation where people especially youth are sandwiched between two conflicting forces .The Maoist activity in villages is the best example. If the youth stays in the village, the ultras would try to woo them. Once they join out of fear or compulsion or otherwise they would become the target of police. Either way they are going to suffer, the speakers said.

Besides the conflict migration, migration due to climate change has accentuated the crisis further in hilly areas of southern Odisha especially in Koraput. Due to climatic change, heavy rainfall is taking place resulting in flash flood and causing havoc to paddy and other cultivation. As the cultivable land in these areas are limited once the source of income is lost in the flash flood, poor tribals have no other options but to migrate to far-flung places to face torture and exploitation, said a civil society activist from Koraput. 

Youth migrants between 18 and 35 years of age are the powerful agents of change and development. However, poverty, lack of development and unemployment in the villages as well as discrimination and social exclusion are forcing them to migrate, said a survey conducted in Bargarh, Nuapada and Boudh districts by YCDA.

According to 2001 Census, 307 millions which is 30 per cent of the population of India are migrants and in Odisha 10.8 millions are migrants. The poor people who migrate also face torture and exploitation there and even face the horrifying incidents like chopping of hands of two migrants workers of Kalahandi in 2013. Safe, dignified and secured migration is a basic right of every migrant, said Umi Daniel of Aide et Action.

Even though Maoists are all set to observe the PLG Martyrs’ Week from July 28 to August 3, a poster of an unknown organisation found in Balangir district’s Khaprakhol area opposing observation of the week has surprised many.
The poster issued by an unknown body, Akhil Bharatiya Dalit Adivasi Mahasanga, has criticised Maoists for observing the martyrs’ week and has also opposed the dominance of Chhattisgarh Maoists in Odisha. Its message looks more confusing as it describes the people killed by Maoists as “martyrs’. “We do not know the existence of any such body,” said Niranjan Bisi of the Zilla Adivasi Kalyan Sangha.
However, another poster issued by the Odisha Maobadi Party appeared at Khaprakhol and in other areas gave a call to observe Martyrs’ week in protest against the LPG policy of the Modi Government. The poster called upon people to unmask all anti-poor policies of the Modi Government.

The MoU signed between the Government of Odisha and the Railway Ministry for the Khordha-Balangir railway line project is a welcome step, but at the same time it raises a few queries whether agreement would be worked out.
This was stated by Leader of Opposition in Assembly and Congress veteran Narsingha Mishra while speaking to the media here on Monday.
 The query rises because long years have passed in the meanwhile and the project has not been completed. Moreover, the land over which the railway line would pass from Nayagarh to Balangir has been neither identified nor acquired, said Mishra.
On the issue of development of traditional water bodies including Bandha and Mudakata in Balangir district, Mishra said, “I have written letters to Union Water Resources Minister Uma Bharti seeking Rs 100 crore. Once the fund is sanctioned, it would ensure development of 14 water bodies of Balangir town and 44 water bodies of Balangir and Deogan blocks in the first phase.”
Mishra, however, declined to answer a question why 12 Congress MLAs camping in New Delhi.

The suicide incident of Maoist supporter Gautam Bag in the Kantabanji police barrack took a new turn with the Balangir-Bargarh Mahasamund divisional committee of the CPI (Maoist) holding Balangir SP responsible for the death and the latter denying the allegation.
According to a poster reportedly issued by the committee, one Maoist cadre Nirmla had been staying in a Maoist camp for last two years with severe electric-shock burn injuries, and she had never been involved in any operation. Goutam Bag, who was a quack, had been arrested with Nirmala.
But police played a game plan keeping Nirmla in jail custody and letting up Goutam with a thought that Maoists would come to rescue Nirmala and the police would have a chance to nab them. Balangir SP Deepak Kumar laid this trap. But when he failed he spread his network to catch more Maoists by giving money to people. SP is responsible for the death of Goutam inside the barrack, said the poster.
Denying the allegation, the SP said, “Maoists are responsible for the death of Goutam Bag. Gautam was scared of repeated threats from Maoists as Nirmala had been arrested by police. Maoists had threatened to kill Goutam as they suspected his role in Nirmala’s arrest. Goutam came to the police station at around 5.30 am and stated that Maoists have threatened to kill him and he cannot stay in his village. Then he was asked to stay in residential barrack till the time his request is communicated to concerned authorities, and instructions were too taken. During his stay in the barrack, Gautam went to toilet and hanged himself by towel,” said the SP.
Kumar said Maoists are responsible for Gautam’s death, and this is an eye opener for all those misguided youths who support the Red rebels. “Maoists will either kill them or threaten to kill them or will force them to leave the village,” said Kumar.
A few days ago, a delegation of social activists led by Narendra Mohanty visited Goutam’s house on July 17 and demanded a CBI inquiry into his death.

Several tribals of Dudukamal village under Belpada block in Balangir district have demanded return of their land captured by many graphite companies.At a meeting held at the village on Sunday, the tribals said, “We want our land back and an end to mining activity and illegal operations in these lands”.The graphite companies like L&Co Graphite, GR Graphite Diamond Graphite have been mining graphite in the area for the past 30 years and a big hole of 200 to 300 feet has been created in the land due to mining, lamented a villager.
“We have been displaced three times. A company of Chhattisgarh has kept 250 acres land of 35 tribals of Dudukamal,” alleged another tribal at the meeting.Tribal leader Basant Majhi presided over the meeting in the presence of Balangir Zilla Adivasi Kalyan Sagha Secretary Niranajan Bisi, President Braja Kishore Singh Bhoi.

Inadequate and erratic rainfall in Balangir district has affected the additional agricultural operations of paddy crops in the district raising apprehensions of drought among farmers.Sources said in July, the district received 219.64 mm rainfall, slightly higher than its average rainfall of 202 mm in June. The crucial operations of paddy crops like transplanting and beushaining has been halted due to inadequate rainfall.

The State has so far received 121.94 mm rainfall in July while the average rainfall for this month is expected to be 360.5 mm.While paddy cultivation has been targeted to be taken up in 1,85,000 hectares of land, only 40 per cent farm area, this year, additional agriculture operation after sowing has been taken up.“Cracks were found in some areas, but it was managed somewhat due to rain over the last few days. The agriculture operations would be badly hit in the district unless there is a good heavy rainfall within four to seven days,” said an agriculture official. Besides paddy, non paddy crops like cotton is going to be affected due to shortage of paddy, continuous rain during sowing season and farmers getting less financial returns in comparison to previous years.

Police arrested Maoist Nirmala belonging to Bijapur of Chhattisgarh and a member of the Balangir Bargarh Mahsamund Division of the Maoist outfit on Saturday.
Police also seized a 0.9 mm pistol, four rounds of ammunition from the house of Maoist militia Goutam Bag of Jurabandh village under the Kantabanji police station. This was announced by Balangir SP Dr Deepak Kumar at a press conference here.
The two Maoists were held while they were returning after medical treatment from Titilagarh. The woman Maoist had sustained burn injuries due to coming in contact with an electric wire in a jungle while Goutam Bag, who is a quack, was providing logistic support for the ultras and was also providing them treatment, Kumar said.
However, as her injuries aggravated, Nirmala was sent with Bag for treatment to Titilagarh. "We let off Goutam Bag thinking that Maoists might contact him to secure Nirmala's release and we could nab more Maoists. Bag was in his house in his village for two nights.
However, today morning Goutam Bag came in a state of depression fearing retaliation by Maoists. He was kept in the police barrack at Kantabanji where he committed suicide inside a bathroom in the morning. He was being immediately shifted to the Kantabanji (Government) hospital, but on way to the hospital he died," the SP said.
Nirmala was involved in the murders of Saan Gurji Bhata and Raj Kishore Panda of Telenpali, Krishna Punji of Khuripali and Murali Meher of Rengali and in some other incidents, Kumar said.
While nabbing a Maoist was good news for the police but at the same time a Maoist militia committing suicide in a police barrack has worried the Balangir police.
Nirmala, responding a query of mediapersons, said, "I was working in the Balangir area along with seven other cadres for the last two years and (one) Sanjib was our leader. Goutam Bag was providing treatment to me and police nabbed me while I was returning from Titilagarh."
