RESCUED’ BONDED LABOUR DIES IN POVERTY

The Government’s schemes to provide livelihood support to migrant labourers remain a non-starter in this district. It is evident from the fact that one of the four of a family, who were provided with bonded labour certificates to get such support, died recently after struggling for a year to get the support.
The other three members are still struggling to get the support for their survival. According to reports, Pitabasa Padhan and three others of his family belonging to Phatabahal village of Kusmel gram panchayat under Loisingha block were rescued along with 128 other migrant labourers by Andhra Pradesh’s Nellore district administration from a brick kiln in the district in December 2013. Later, they were issued bonded labour certificates by the district administration here and thus became entitled for Government’s livelihood support as per Bonded Labour System (Abolition) Act, 1976.
But the family members moved from pillar to post to get the support. In the meantime, Pitabasa developed peptic ulcer and needed more money for treatment. As others of his family members are daily wage earners, Pitabasa could not get proper treatment and ultimately died on December 29, 2013. His wife and two daughters having bonded labour certificates are still struggling for the livelihood support.
A team of officials of Migration Information Resource Center (MIRC) of Aide et Action visited the bereaved family recently and took the matter up with Sub-Collector and PD DRDA, Balangir on Thursday. The district administration would extend financial assistance of Rs 20,000 under the National Family Benefit Scheme if Pitabasa’s family comes under the BPL category. Besides, his widow would also get pension, said PD DRDA Pabitra Mandal.

For a ordinary reader /person there seems to be no connection between a ceiling fan and X-ray department.
But for non functional of ceiling fan inside the X ray room, is resulting in delay in getting X-ray photographs.
At least two ceiling fans should function properly one inside the dark room where the plates are dried and another above the x ray table. More over the sitting space/waiting room for patients is also without any such facilities.
Although the X –ray was done quickly, but it took a lot of time in drying as the a miniature fan inside the dark room was unable to dry the plate quickly as it was giving less air –
We have informed it to authority but no action has been taken in this regard
Interestingly around 10 AM there were only two doctors in the outdoor resulting in long queue of patients seen today(.
When this matter was drawn to CDMO, Dr Vikrant Kindo after givingcall to his mobile three times, CDMO DrKindo responded to call and when informed about the defunct  functioning of ceiling fan and its impact, I would look into the matter- Let us see, when he takes action.

The announcement of giving free land to the Railways required for Khurdha — Bolangir railway line and bearing of 50 per cent of its expenses to expedite the construction of the railway line just before the General Elections is nothing but a political stunt, said Youth Congress president Aaakash Mishra.
“If late Biju Pattnaik had promised to give land free of cost to Railways way back in 1993, why the matter was kept pending till today? Moreover, Chief Minister Naveen Pattnaik always reiterates his commitment for development of backward region, especially KBK and western Odisha. Why did not he announce of giving free land to the Railways ten years earlier?” Mishra asked, adding that all this was done just on the eve of elections to get political mileage.

Even as the Government is making tall claims of providing job works at door steps to the poor people through various job schemes like MGNREGS, yet there is no end to distress migration from the poverty-struck district here and the migrant workers facing torture at the hands of their employers.
According to reports, Maniram Parabhue along with family members including his wife Mithila Parabhue and three children of Badtukula village under Tureikela police station had moved to Andhra Pradesh after Nabanna last year (September) to work in brick kilns. They reached Kapalapalli village through broker Arjun Behera of Kantabanji.
After working for a few days, Maniraam fell sick. So, he began to work less. This enraged his employer, who assaulted him and left him injured. When Maniram sought treatment, he was assaulted again.
Similar was the fate of many fellow workers.
However, one Jalandhar Parabhue managed to inform about their plight to the labour officials in Balangir. With the help of the local administration of AP, about five were rescued by the Balangir administration and the labour officials. But Maniraam was still to be rescued as he went missing.
“My husband Maniraam is missing till today. I suspect he has been killed there and appeal to the district administration to look into the matter,” said a sobbing Mithila.
Meanwhile, social workers have demanded immediate steps by the district administration to trace out missing Maniraam and appropriate rehabilitation to his family.
Interestingly, district Collector M Muthukumar in his Republic Day address had asserted that the district administration was very serious about checking distress migration from the district. The latest case has thrown a challenge to the district administration.
When contacted, SP Ravi Prakash said, “I’ll look into the incident.”

The Balangir district Collector M Muthukumar on Wednesday informed that nearly 80 per cent people of the two villages, Pardhiapali and Koindapali, affected by the Lower Suktel Irrigation Project have already been compensated and the rest 20 per cent would be given compensation very shortly.
After chairing the first project-level rehabilitation and resettlement committee meeting, the Collector said eviction notice would soon be issued to the residents of the two villages.  
“We also discussed the revocation of Section 144 at the project site and the demand of the affected people for compensation as per the new Land Acquisition and Rehabilitation Act 2013. A decision to this effect will be taken shortly,” the Collector informed. “Unless we are compensated as per the new Land Acquisition and Rehabilitation Act 2013, we will continue to oppose the project,” said a villager of Pardhiapali.
Meanwhile, the Budi Anchal Sangram Parishad continued its dharna at Pardhiaapali opposing the construction of dam while project work continued at the project site.
