Kantabanji BJD MLA Ayub Khan has received death threat via SMSs on November 23.
The SMSs said that the sender is a “Maoist” without specifying the any organisation of the Red rebels he or she belongs to.
“While I was holding a review meeting on November 23, two SMSs, one at 12.27 pm and another at 6.12 pm, came on my mobile phone. When I checked the missed calls and other messages in around 8 pm, I found the threatening message which warned to kill me within 10 days. I reported the matter at the Kantabanji police station on November 24,” said Khan to this correspondent.
“We have registered a case at the Kantabanji police station and investigation is on,” said Balangir SP Deepak Kumar when contacted. “Preliminary inquiry indicates that a person is doing mischief, and we hope to nab the culprit soon,” the SP added.

Even though the rehabilitation of labourers, especially the bonded labourers who are certified to have been released, should receive top priority in getting due rehabilitation from the Government, that’s not happening.
As per the Bonded Labour Systems (Abolitions) Act 1976, a labourer released is entitled to get assistance of Rs20,000. While Rs1,000 is given on the spot, the rest Rs19,000 is given at later stage. The total amount of release assistance is shared by both the State and Central Governments on 50-50 basis.
In Odisha, most of the bonded labourers hail from ten backward and migration prone districts of western districts.
“So far 146 bonded labourers of Nuapada district are yet to receive their rehabilitation assistance. We have sent their proposal to the Panchayati Raj Department, which has been pending there since last one and a half years,” says a DRDA official of Nuapda.
In Balangir district, officially 94 proposals of bonded labourers, which include 38 males, 32 females and 24 children, are yet to receive their rehabilitation assistance and the same proposals are pending with the Panchayati Raj Department. In  alahandi district, 54 bonded labourers are yet to receive their assistance, says activist Dilip Das of Kalahandi. Besides, Balangir, Kalahandi and Nuapada, in Bargarh district, unofficially the number of bonded labourers who are yet to receive their rehabilitation assistance stands at 104, said sources.
Notably, the rehabilitation assistance money of the rescued bonded labourers of Balangir district was pending with the Panchayati Raj Department for more than two years and after it was published in The Pioneer, it was put before the NHRC’s three-day camp court held at Bhubneswar on November 10-12, 2014. The NHRC issued notice to the Balangir Collector to take immediate steps for release of the money  and as a consequence, a total of 251 bonded labourers were given rehabilitation assistance in two phases.
“By giving Rs19,000, the district administration believes that its responsibility is over. Whereas the bonded labourers should be rehabilitated with a comprehensive planning and by providing linkages with all the social security schemes, job work, land development and other programmes so that these labourers would live a decent living and would not migrate again. In Bargarh district, the district administration initiated steps to provide land to landless bonded labourers,” opines an NGO activist.
Moreover, the bonded labourers should receive priority in getting Indira Awas Yojana houses as mentioned in the guideline which is hardly followed, he adds.
There seems to be a gap between officials and people’s representatives of the region on the issue. “I was not appraised about the bonded labour assistance of 146 labourers pending at Bhubneshwar since last one and a half years. I would look into this issue,” says Nuapada MLA Basant Panda.
Apparently taking a cue from Balangir bonded labour getting assistance last year and peeved over the apathy of officials towards sanctioning of rehabilitation assistance money, people of Nuapada are contemplating to move the NHRC to get justice.
“We are going to submit a petition to the NHRC about bonded labourers of Nuapada district not getting their rehabilitation assistance money since last one and a half years,” says Fanindam Deo of Nuapada district to this correspondent.

Bonded Labourers of Western Odisha are yet to get Rehabilitation Assistance.

Bolangir; Even though the rehabilitation of laboueres ,especially the Bonded Labour release with Bonded labour release certificate years ago, should receive top priority ,however thanks to apathy of officials, they are yet to get their “rehabilitation assistance” ,much to the chagrin of many.

As per the BondedLabour Systems (Abolitions)Act of 1976, a labourer released as Bonded labourer, is entitled to get assistance of rupees 20,000/. While rupees one1000 is given on the spot and the rest19000rupess is given to them at the home state.

The total amount of release assistance is shared by both the State and Central Government on 50;50basis;whiletheCenter gives rupees 10,000/ the state Government gives other 10000 rupees.
Most of the Bondeed labourers hails from the ten backward and migrant ion prone  districts of western Odisha.

We don’t have Bonded labourer in our district. We get them as Bonded Labourer with the release certificate after they are rescued from outside State .So far 146Bonded labourers of Nuapada district are yet to receive their rehabilitation assistance. We have sent their proposal to Panchyat Raj Department, which has been pending there since last one and half years says  a DRDA official of Nuapdaa.

The Kalinga Institute of Social Science (KISS) will open its branch at Balangir which would start functioning from July next year.   This was announced to mediamen at Balangir on Sunday by KIIT and KISS founder Dr Achuyt Samant. A total of 1,500 students from Balangir district are reading in the KISS at Bhubaneswar. In the proposed school, education from class I to X would be imparted and 1,200 students will be able to read here. Land has been purchased at Jalia in Balangir-Titilagarh road, Dr Samant informed.  Earlier, Dr Samant addressed a huge rally of tribals on the occasion of Birsa Munda Jayanti at Titilagarh.

Diwali, the festival of light, was observed with pomp and gaiety across India and even in abroad on November 11 last. On the day, crackers were burst, besides lightening of the lamps. As the crackers burst, people rejoiced. At times the exploding crackers produced high-decibel sounds they were seen shutting their ears in a bid to escape their effect.
When a human being is injured, he or she is immediately rushed to a hospital and given treatment. A total of 62 burn injury cases were reported in the evening in Balangir District Headquarters Hospital on Diwali evening. The patients were discharged after their burn treatment.
However, amidst the rejoice the worst affected were the birds and animals. Birds, which are the most silent and beautiful creatures of nature, maintain ecological balance by eating harmful pests and are most effective players in regeneration of plants and forests in natural ways. However, there were few takers for their safety as they suffered the worst due to high explosion and noise, besides smoke and atmospheric pollution.
Every time a cracker is burst they (birds) tried to fly away from their nests. Already a large number of birds are becoming extinct from due to ecological imbalance, loss of habitat, rising temperature and radiation from cell phone towers.
The harmful sound effect on night of Diwali due to bursting of crackers, needless to say, was excess and never calculated by anybody and nor steps taken to protect them. Who will take care of the silent sufferers? Will the Supreme Court of India take suo mutto cognisance?

On this day crackers were burst besides lightening the lamp. As the crackers, burst children/people  rejoice and  shot their  ears to prevent from any effect of noise.

 However, amidst this rejoice, the worst affected in this activity are the birds. I tried to capture some moments of birds trying to escape from the effect of sound by flowing away from, my mobile in a busy location.( some sound disturbance is coming from behind) on Dipawali evening( around4.45pm).The  harmful   sound effect on night ofDipawali dueto bursting of crackers, needless to say “ is excess and never calculated  by anybody and nor steps are  to prevent them .
It would be pertinent to mention that, a bird rises in the early morning searches for food and returns to her nest at the sun goes down in the west(Sunset) and she takes rest till the next morning.
We(the Individual ) has every right to take part in any activity and enjoy but  i think do not think human being has right to  affect the life of birds

As the crackers burst children rejoice and we shot our ears to prevent from any effect of noise .But who will protect the birds from Injuries, damages caused by sound pollution ; Who will take care of these birds suffering from sound pollution on Dipawali evening and night. =============================================

A large number of people, including farmers and Congress workers, led by Leader of Opposition in the State Assembly Narsingha Mishra staged a rally at the district Collectorate here on Friday in protest against State Government’s lackadaisical attitude towards farmers’
problems.
Later, a party delegation comprising Mishra, Jharsguguda MLA Naba Dash and former Assembly Speaker Kishore Patel held discussion with district Collector M Muthukumar on farmer issues and, particularly, wanted to know why lift irrigation points in Agalpur block and other areas, have not been repaired yet.
Mishra too wanted to know why the Laxmijore improvement work has not been started even as sanctioned money of `10.67 has been lying with the district administration since long.
They submitted a memorandum to Chief Minister Naveen Pattnaik through the Collector.
The Congress demanded that all the gram panchyats, four municipalities and the NAC should be declared as drought-affected and financial assistance should be given to farmers at the earliest.
The party sought compensation of `20,000 per acre of crop loss, waiver of farm loans, steps for improvement of all water bodies, including Sagar Katas Mudas, restoration of lift irrigation points and compensation of `10 lakh to family of each of deceased farmers who have committed suicide for crop loss and loan burden.
Besides, they wanted provision of drinking water in all villages and towns though tanker and ration cards for all deserving people within two months.
Collector Muthukumar assured the team of necessary steps towards their demands. The agricultural input subsidy would be given to farmers from November 10, said Muthukumar.
Later, addressing a huge gathering at Kosal Kala Mandal, Mishra, besides making above demands, demanded for setting up of a agricultural university at Balangir and a railway wagon factory at Kantabaji.
“Anybody who will talk or work against development of Balangir district, people will never excuse them,” contended Mishra
Among others, Samraendra Mishgra, Sudhir Parischha, BibhuprasadTarai, Kishore Patel, AshokNanda and  Laxman Meher spoke. Ashok Nanda presided over the meeting.

Bolangir Station is an exampleof Swachha  Train-Swachha Bharat ;It was firstposted by DRM Sambalpur on Twitter and it was retweeted by Ministry of Railway again.

The most interesting part of this photograph was; When I tried to take  this photograph on 31st October 2015 at Bolangir Railway Station,as theDivisional Railway Manager Sambalpur, was scheduled to visit and I was there to inquire and discuss about the progressof Coach Indicator and other facilities  to be installed in Bolangir Railway station,two policemen there tried to stop me from taking photograph.

I told them that  I am a mediamen and nothing wrong in taking the photograph of  platform andconviced them There arfter  they left the place.

Coach indicators and an electronic display board on train timings would be installed at the Balangir railway station by January 2016.
Sambalpur DRM DK Singh, who visited the railway station on Saturday, said this while responding to a query of our correspondent. Notably, the Railways have already sanctioned for installation of coach indicators and a train display board here.
The entire station was cleaned up ahead of his visit.
A delegation of BJP Yuva Morcha activists led by Dinesh Sharma submitted a memorandum to the DRM demanding installation of these systems and other facilities at the railway station.
The DRM went around the station and asked the officials to take steps to keep chairs at proper places and ensure lighting and water supply facilities at the station.
It would be pertinent to mention that due to absence of coach indicators, commuters are getting confused during night hours to find out coaches within stipulated times.
This problem was first highlighted in The Pioneer and subsequently the systems were sanctioned by the Railways.
The authorities had also promised to install four CCTV cameras at the railway station.
Before the Railway Budget, Balangir MP Kalikesh Narayan Singh Deo had also raised these demands.

Members of the Ang irrigation project committee led by Akash Mishra, former MP Balgopal Mishra and many other farmer leaders of Agalpur, Loisingha on Tuesday marched in the town demanding declaration of Balangir district as “total drought-hit”.
Earlier, the Ang irrigation project committee members had demanded that unless the Government declares the district as drought area, it would
gherao the district Collectorate. Farmers also declared to stage a hunger strike.
Criticising the Naveen Patnaik Government for its anti-farmer policy,  Bolagopal Mishra said the district should be declared as drought-affected.
The agricultural loan given to farmers should be waived totally. In India, if the industry sector can be given subsidy of around `3 lakh crore, why the farmers’ loan cannot be waived, Mishra asked. Farmers should be given remunerative price for their crops, Misha added.

Kosal Dal leader Pramod Mishra, Gopalji Panigrahi, Basu Pati and many other leaders of different organisations of the district were also present. They submitted a memorandum to the district administration.
