The process of registering names at the registration counter at the District Headquarters Hospital (DHH) here has become a tedious one, taking it more than an hour.

“I waited in the queue since 8 am and just got the ticket after two hours, said a person on Friday. As per the rule, a person has to register at the hospital counter first and then show or check with doctors for treatment of his or her ailment. Without a ticket from the counter, a doctor is likely to refuse treatment.

Out of the three computers supposed to function, only one is working. Moreover, there is no separate counter for women.

CDMO Dr RN Tripathy said that a new place at the hospital premises is being developed where there would be three counters.

When contacted by this correspondent. district Collector Ashis Thakare said, “I will look into the matter.”

Members of the Zilla Adivasi Kalyan Sangha on Tuesday staged a road blockade at Bongomunda in protest against killing of innocent tribals by Special Operation Group (SOG) forces in Kandhmal on July 8.

Later a team led by Ghimanad Bhoi, Suresh Bhoi , Ashok Bhoi submitted a memorandum to the Prime Minister through Titilagarh Sub-Collector Sarat Chandra Sahu demanding stopping of combing operation in the district and termination of service of police officials who responsible for the ghastly incident.

Besides, they demanded that one of the members of each deceased family be given a Government job and Rs 50 lakh given to families as compensation.

Sangha secretary Niranjan Bisi also informed that tribals would stage another road blockade on Balangir-Kalahandi Road on Wednesday and gherao Balangir Collecotrate on July 16 in protest against Kandhamal killings.

In the Kandhamal incident, six innocent tribals have died. They have been killed by police. The Chief Minister is accountable for this. I leave it to the conscience of the Chief Minister to think whether he has taken proper steps in this regard,” said Leader of Opposition (LoP) in State Assembly Narasingha Mishra on Sunday. Speaking at a Press conference here, he said, “The Government has announced an ex-gratia of `5 lakh to each deceased’s family. We demand the compensation amount to be raised to `20 lakh.”

The veteran Congress leader said that apart from a judicial inquiry announced by the Government, let there be police case registered in regard to this crime. An impartial police inquiry is required. This might be a murder case or on some other charges as per law. A criminal offence has been made, he said.

As innocent tribals are being killed frequently on the plea of anti-Maoist operations, it proves that this Government is anti-tribal people, Mishra alleged. He further maintained  the Government is unable take steps for development of the backward areas where Maoists are active and keep gaining ground. Instead of being able to kill Maoists, it is killing innocent people and taking credit of its anti-Maoist operations. This is a Nikamma Government, Mishra added.

After a brief lull, Maoists seem to be again asserting their presence in Balangir district. On Friday morning, people found a poster allegedly written by the Maobadi Lal Salam of Chhattisgarh in front of the Rengali panchyat office in Khaprakhol block of the district. The poster criticised the action of the CRPF and the Cobra Battalion. It also warned a few nearby villagers of dire consequences terming them as “police informers”. Police are verifying the poster, said Balangir SP Asis singh to this correspondent, when contacted.

Normal life was paralysed in eight KBK districts on Saturday due to a 12-hour dawn-to-dusk bandh called by the Odisha Pradesh Congress Committee Tribal Cell protesting the arrest of party leader and former MP Pradip Majhi.

This apart, the agitators demanded land pattas for tribals under the Forest Rights Act.

PCC president Prasad Harichandan told reporters that the bandh was a total success.

While shops and business establishments remained closed in the eight districts of Kalahandi, Nabarangpur, Nuapada, Koraput, Rayagada, Malkangiri, Balangir and Subarnapur, vehicular movement came to a grinding halt as party members staged road blockades by burning tyres at many places.

However, emergency services and educational institutions were excluded from the ambit of the bandh call. Police forces were deployed at many places of the districts to prevent any untoward situation during the bandh, sources added.

“The State Government is taking credit by distributing land pattas to more than 3 lakh tribals, but in reality the Government has not executed the 2006 Forest Rights Act properly. The State Government had intentionally arrested Pradip Majhi who fights for the rights of tribals,” said Congress leader Bhakta Das.

Notably, Majhi and 18 other Congress members were arrested on June 26 for allegedly beating up the Raighar Forest Ranger and ransacking the range office during a demonstration demanding land pattas for tribals and ration cards to eligible poor beneficiaries.

The bandh was successful in Nuapada district. Over a thousand people, mostly tribals, attended a rally organised at Khariar. They held a meeting at the DFO office. The Jami Jungle Adhikar Mancha provided its full support.

“About 4,000 applications approved by the Gram Sabhas are still pending with the Forest Department. Why the department is not taking action,” wanted to know PCC secretary Adhiraj Panigrahi.

The DFO is not taking serious steps for awarding entitlement to the people under the FRA, alleged agitators.

The agitators also raised issues of irregularities in distribution of ration cards and delay in distributing input subsidy.

In Balangir, the bandh too evoked good response from people. Shops, petrol pumps and Government offices were closed due to picketing and buses were off the road.

“The Government is not implementing the FRA properly. We demand unconditional release of Padeep Majhi,” said Congress district president Bhagabana Bagarti.

 “A total of 11platoons of police force were deployed to avert any law and order situation,” said Balangir SP Ashis Singh.
