Balangir; The District Bar Association Balangir is going to celebrate its platinum jubilee  on10thand11thJanuary2015, on completion of its 75years.

The Balangir Bar Association, was formed in 1938 with founder members, which includes  Late Kapileshwar Prasad Nanda, Late AJodyaDash,Late Dharma Chanda Gupta and late Gobindra Chandra Mishra, has completed 75years in the meanwhile.and the District Bar Association is going to observe its platinum jubilee celebration on10th and11January next. This was announced to media men by president of District Bar Association Bolangir, SriPromod Kumar Tripathy here on Wednesday evening. On this occasion BAR members (lawyers/advocates) those who have completed 50 years of practice would be felicitated.

Denizens cutting across party lines and belonging to more than 50 organisations, including the Citizen Committee and Balangir Action Committee, under the banner of the Agriculture University Kriyanusthan Committee on Tuesday staged a dharna before the Collectorate here demanding establishment of an Agriculture University here. “Balangir is basically an agriculture-based district and its economy is dependent on agriculture and allied activities. Due to dismal situation persisting in the agriculture sector, farmers are migrating to other areas in search of work,” lamented committee members.

Alleging that no industry has been set up in this district since independence and most of Government setups like ORT and Government Printing Press, the members informed that people’s representatives including Balangir MP, MLA, Zilla Parishad members and councillors along with intellectuals have adopted a resolution regarding establishment of an agriculture university, which would help farmers grow in the district.

“We urge the Chief Minister to set up an Agriculture University as early as possible for the interest of the district,” said kriyanushtan committee’s Promod Mishra. Among others, Srikara Mishra, Gopalji Panigrahi, Saroj Panigrahi and Priyabrata Ratha spoke on the occasion. Later they submitted a memorandum to Chief Minister Naveen Pattnaik through the district Collector.

 Bolangir; After waiting for more than three years, the released Bonded Labourers were given  their rehabilitations assistance money from district administration.

Project Director DRDA Bolangir,SriPabitra Mandal  gave away the cheque/Bank draft of rupees 19000/-to the rescued and released Bonded labour on 6thJanuar2015.

A labourer who is rescued and released as Bonded Labour from his worksite with Bonded labour release certificate, is entitled to receive a sum of rupess20000/as rehabilitation assistance as stipulated under Bonded Labour(System) Abolition Act of1976.While rupees 1000/-is given to the rescued Bonded labour labourers on the spot, the rest 19,000/-is given to the labourers after area socio economic planning proposal approved and sanctioned by Panchati raj department .

 In Balangir district there are a total of 527 Bonded Labourers. Already the 215Bonded labourers have been given assistance. The Bolangir district administration is going to disburse the rehabilitation assistance of 263bondedlabourers of Bolangir district

While on 6^th January 162Bondedlaburers of Patnagarh,Khaprakhol, andBelpadawere given the rehabilitation assistance,
On the  8thof this month 101 Bondedlabourers of Muribahal, Tureikela, Loisingha,Bolangir and Saintala would be   given  assistance says on official here

It was first reported in The Pioneer and then put up before the NHRC camp inBhubneshwarinNov2014 and hearing the case NHRC directed the secretary Panchyati Raj department to immediately pay the money from own funds which  would be adjusted after receiving the  central assistance

The livelihood assistance plan has been prepared in consultation with beneficiaries and its implementation will be supervised /monitored by SEO and WEO of the concerned Block. A copy of livelihood plan has been kept with Block BDO, besides sending a copy of it to Panchyati Raj Department.

However this step by Bolangir district administration, civil society activist feels is “inadequate” and should be more comprehensive with a rehabilitation plan for their sustainable livelihood.

In  Bargarh district where all bonded labour families have been included in the social security schemes of the Government, the same is yet to be done in the district of Bolangir. The administration of Bolangir has failed to take up steps toward providing benefits like agricultural and homestead lands and other social security schemes as per the eligibility, to the bonded labour families, points out a social activist. The Bolangir district administration should prepare a comprehensive compressive rehabilitation assistance failing which they would likely to move to the NHRC again, says the social activist further.

Notwithstanding all this, other 49Bonded labourers have to wait for some time to get rehabilitation assistance

Balangir: A workshop on Millets and Agricultural Biodiversity, organised by the Millets Panchyat Bongomunda and supported by Millets Network of India, was held here on Saturday. Speakers at the event stressed on promotion of minor millets crop as it is rich in nutrition and could check malnutrition and ensure food security of poor people. It also helps in reducing global warming as its cultivation requires no use of chemical fertilizers. Among others, District Agriculture Officer RC Naik, Nilamani Mishra, BN Srikant, RS Hota, Dilip Kumar Dhala spoke on the occasion.

A two-day Bihan Parab was held in Bargarh to populaise traditional paddy varieties and farm practices.

“Since 2008 we have been organising this Bihan Parab to popularise, propagate and promote the traditional paddy in our area. We are not in favour of use of company seeds. The high-yielding seeds require excess use of chemical fertilizer and insecticide, leading to damage of soil and its ecology. Our traditional seeds are drought resistant and eco-friendly. It is wrong to say that traditional seeds cannot give high production, said Siba Prasad Sahu of Ahimsha club, Bhutibahal, which organised the show. This year we observed the Bihan Parab for two days on December 27 and 28, with support from Millets Network of India (MINI) and have displayed 100 traditional varieties of paddy collected from farmers, besides six varieties of minor millets including Shari, Kudo, Mandia, Gurjee and others, informed Sahu.

The traditional paddy varieties used in the region in past include Karni Phool, Harishankar, AaakashPatri, Dhob Sariaan, Suna Kathi, Radha Jugal,  Aakul, Dahikhul, Juhli, Dengberi, Kumarmani, Rani Saheba, Kamal Shankar, Rani Siiali, Suna Harin, Sunamukhi and many others. “Our forefathers were strong and stout as they consumed foods of crops which were grown without chemical fertilizer. The chemical fertiliser has damaged our ecology including killing friendly insects and small fish, gholi, and earthworm which increase fertility of soil. Hence, it is high time we got back to those farm seed types and practices,” said Kosli poet Haldhar Nag.

Bargarh BJD MP Dr Prabash Kumar Singh while appreciating the effort of the Ahinsha Club, Bhutibahal in propagating traditional farm practices, assured all support from the Government. He also supported for opening traditional seed banks in villages to preserve and protect paddy seeds. Bargarh Zilla Parishad president Gitaanjali Puta inaugurated the two- day BihanParab. 25 Kosali poets those who have written poems of traditional paddy seeds were honoured. A quiz competition on traditional seed and minor millet was held and successful ones got certificates.
