Though the State Government has enacted several pro-poor and welfare schemes and assured the poor people to provide jobs at door step, large number of poor people are still migrating to neighbouring States in search of jobs in brick kilns only to face exploitation and torture. Notably, as many as 19 poor labourers of Khalipali village of Muribahal in Balangir district had migrated to brick kilns at Peddapally village in Karimnagar district of North Telangana in November, 2014 through a Sardar of Kantabanji.
As the work condition was not conducive, two migrants, Kailash Bagand and Sunya Tandi escaped from the brick kilns. The labourers are hiding in jungle in day time and returning to village in the night. Neither they can go back to the brick kiln site due to fear of attack nor they can go to village and face threats of the local Sardar, says an NGO activist. Both the labourers have urged the District Labour Officer to rescue the remaining 17 labourers stuck in the brick kilns of Telangan

The recruitment held for RIs and Amins post in 2013 in Balangir district should be cancelled in view of gross irregularities in the examination process and tampering of marks in answer sheets, which has been pointed out by a Vigilance inquiry report, and a fresh examination should be held. This was demanded by RTI activist Nilamani Joshi speaking to mediapersons here on Friday.
After the arrest of former Balangir Collector Debraj Mishra, who has since been released after getting bail from the High Court, other officials also allegedly involved in connection with the recruitment scam are still at large, Joshi said.
A total of 16 persons, including the former Collector, four OAS officers and 10 clerks are involved in the scam. “I demand arrest of clerk Niranjan Tripathy, the main accused,” Joshi said.
Joshi disapproved the reported statement of a Vigilance official that they are unable to arrest the clerk as they do not have a photograph of his. Joshi waived a large flex photograph of that accused to mediapersons, saying let the Vigilance authorities take note of it and keep reward on his head and arrest him.
According to a reported recent development, examination papers were sent to handwriting experts to assess whether tampering in the answer sheets was done.
“In November 2014, we had asked the bio-data details of 169 candidates selected in the examinations, and the district Collector directed the Deputy Collector to provide necessary information within three days. However meanwhile, more than three months have elapsed and we are yet to get the information,” said RTI activist Hemant Panda to mediapersons.
“The district administration is not interested to take steps against those involved in the scam as it is not providing proper information to applicants under the Right to Information Act,” Panda remarked.

Denizens of Balangir under the banner of an Agriculture University Kriyanusthan Committee on Wednesday staged an agitation in front of Government offices in the town demanding setting up of an Agriculture University in Balangir. The committee members with the support of several organisations of the town also threatened to boycott observance of the Utkal Divas on April 1 if their demand is not met. The picketers shut down almost all the Government offices, including banks, post offices and Civil Court. However, business establishments remained open while school, colleges and other educational institutions functioned normally.
“The treaty of merger Balangir district with the State was signed in1948. At that time, the State Government had assured to take steps to ensure all-round development of the district. However, even after six decades, Balangir is exposed to negligence,” said committee member Promod Mishra. With a vast agrarian base and agriculture training centre here, Balangir would be an appropriate place for setting up of an Agriculture University, Mishra added.

Bolangir; Citizens of Balangir under the banner of Agriculture University Kriyanusthan committee  have threatened to  boycott  forthcoming UtkalDibas demanding setting up Agriculture University in Bolangir.

Members of Agriculture Kriyanusthan committee supported by several organisations of the Bolangir town, today picketed before different government offices and closed almost all the government offices, including Banks, post office and Civil Court.
However buses were plying normally in the town and in the district. Shops and business establishment remained opened. School, Colleges and other educational institutions functioned normally.

Ever since merger of Balangir district with the state of Odisha, Balangir  district is losing a lot. Many an institutions are being shifted from this place.  The treaty of merger was signed with the state Odisha in1948.At that time the state of Orissa had assured to take steps to ensure all round development of Bolangir district. However six decades after Bolangir is groining in neglect, says PromodMishra of KrishiViswavidyalaya Kriyanusthan committee

Every year around 60,000youths from this district are migrating to outside from this district in search of Job and study, due to lack availability of higher education facility and employment opportunity. With a vast agrarian base and Agriculture training centre here, Bolangir would be appropriate place for setting up Agriculture University, Mishra says further
Unless the government fuilfil  our demand of setting up Agriculture University in Bolangir people would boycott the forthcoming Utkal Dibas Mishra says further.

The cost of generation of solar energy is comparatively more than thermal and hydro power and hence is not viable for consumption by poor people of the State. However, the State would encourage and expedite steps to generate solar power required for maintaining standard of non-conventional power vis-à-vis the State’s total power need to check climate change.
Energy Minister Pranab Prakash Das said this in the State Assembly while replying to questions by Amar Prasad Satpathy and other members. He said the State is now generating 0.3 per cent of its total power need. “The generation cost of a unit of solar power is Rs 7.29. The Gridco cannot purchase and sell it to the consumers of the State,” Das said, adding that the State Government is focusing on more generation of small hydel power stations. “A total of 209 locations have been identified for setting up of hydel power projects in the State. Water source is god gift for the State,” he informed.
The Minister informed that a 20-MW solar power project is under construction in Gohipitta village near Boudh district’s Manmunda area. The GEDCOL, a subsidiary of OHPC has taken up the project under the Jawaharlal Nehru National Solar Mission (JNNSM) Phase-II, Batch-I at on a 152-acre land area. The BHEL has been awarded the work order. As of now, solar module required for 8 MW solar power has been installed and the rest equipment are under making at various places of the country.

Similarly, a total of 5 MW rooftop solar projects would be set up in Cuttack and Bhubaneswar, for which a Final Request for Proposal (RIP) and Project Implementation Agreement (PIA) has been sent to the Government for approval.Besides, 1 MW of solar power each at Mukhiguda and Chhatrapur would be installed, he said. The OREDA has prepared an five-year plan for setting up of large off-grid solar project at a total cost of Rs 482 cr, the Minister added.

Residents of Kantabanji under the banner of the Right to Fight organisation on Monday sat on an indefinite dharna in front of the district Collectorate here demanding opening of the sub-jail in Kantabanji, the construction of which is completed since 2010. “We had demanded immediate opening of the jail earlier in December, 2014. The Titilagarh sub-Collector had assured that the sub-jail will be opened within two months. However, nothing is done yet,” said Ashis Khaitan of the Right to Fight.
Sources said, the sub-Jail at Kantabanji jail has been constructed by the Odisha Police Housing and Welfare Corporation and its construction has been completed. However, shortage of water is a major bottleneck for its opening. Additional estimate for creation of water facility in the jail has been sent to higher authority for approval, sources added.

The Civil Society Forum on Human Rights (CSFHR) organised a human rights convention on Friday with over 100 human rights defenders and rights journalists from across the State participating in it.
Over the last few years, general awareness has increased about the enormous risk human rights defenders face in the State. Defenders are also at risk when the law fully sanctions human rights work on the one hand, but fails to punish those who threaten or attack defenders on the other, observed the speakers.
The Odisha Human Rights Commission (OHRC) was constituted on January 27, 2000 and started functioning from July 11, 2003. Without having adequate staff in the Commission office, it received and responded applications of not less than 40 to 50 each day, Justice Bira Kishore Mishra, acting chairperson of the Commission said.
“It is a landmark that in the last five years, civil society in Odisha is more concerned and aware about human rights. Human rights defenders (HRDs) are often the only force standing between common people and the unrestrained power of the State. They are vital to the development of democratic processes and institutions, ending impunity and the promotion and protection of human rights. But HRDs are not safe in the State,” stated AK Prashar of Focal Point on Human Rights Defenders-NHRC. Odisha is a model and vibrant civil society on human rights defending.
But on the other hand, HRDs are not  safe and they are repeatedly facing harassment, detention, defamation, torture and suspension from their employment. Here is a need to establish a focal point on human rights defenders in OHRC, Human Rights Defenders Alert India convenor Henri Tiphagne said.

Even as the State Government is making tall claims of providing jobs to people, especially the poor and weaker sections at their doorstep yet reports of poor people from Balangir district are migrating to brick kilns of Andhra Pradesh to face torture, exploitation and even held hostage there.
According to complaints lodged with the District Labour Office, police and other officials here, a total of 19 migrants, including 11 children of villages Banipali, Saanjhankarpali and Jamsari of Balangir Sadar block are facing torture and exploitation in the brick kilns of Andhra Pradesh.
“We were taken to the brick kilns of KodiKochi under the Jinaram police station in Secunderbad district of AP by labour Sardars Madu Suna and Hrushikesh Chhatar, who promised us to pay Rs 20,000 per head as advance,” said Gandaram Parabhue in his petition to  the District Labour  Officer (DLO).
“First, labour Sardar Madhu Suna visited the village and promised to pay Rs 20,000 as advance per head and motivated us to migrate. Then, he told us that labour Sardar Hurushikesh Chhatar would accompany us and make necessary arrangements in the brick kiln,” Parabhue said further.
“We migrated in the month of Margsira and labour Sardar Chattar left us in the brick kiln of Nasima Seth. However, rather than giving the promised advance money, the kiln owner told us to pay the money only after seeing the work. After a few days, the owner paid us Rs 10,000 which was photographed and video-recorded. After a few hours of the payment, the kiln owners forcibly took
away the money from us, saying it would be utilised elsewhere. We protested his decision, saying we need to send the money to tour homes. The owner  abused and assaulted us,” Parabhue said.
“I was assaulted there. I escaped from the kiln on the pretext of going to attend nature’s call to a nearby forest, said he. The kiln owner has detained 19 labourers, including 11 children, and torturing them. I appeal to the district administration to rescue them,” Parabhue said further. When contacted, Balangir DLO MM Paikray told this correspondent, “I have spoken to the Assistant Labour Commissioner of Pathanchor in Medak district of AP on this incident and they are looking into the matter.”

Even as the month of March is known for its moderate temperature and cool climate across the State, Balangir has started experiencing a scorching summer. Shortage of drinking water and power cut are again adding to the trouble. Drinking water to Balangir town is supplied from the Mahanadi river at Nandanmal village in Sonepur district. From Nandanmal raw water is pumped to a water treatment plant at Sibtala and from Sibtala it is supplied to Keiserkela and Madhiapali and then water comes to Balangir town.

Against a requirement of 12MLD water, the town is getting a supply of 8-9 MLD. As a result, there is deficit. A heavy motor pump at water lifting point at Nandanmal is not functioning to its full capacity due to low voltage electricity. According to sources, Balangir gets power supply of 40MW against the requirement of 56MW. Hence, there is shortfall of 16 MW forcing electrical authorities to go for a two- hour power cut in the town and around four hours in the rural areas. “The power situation would improve once the old transformer at Sadeipali grid is replaced with a new one and we expect this to be over by first week of March,” said an official here.

Due to low voltage, many areas of Rabi paddy cultivation in Gudvella block suffered damages as lift irrigation points did not function properly.
Balangir town has a population of 1, 07,683. Out of the 21wards, 12 wards are fully covered, eight wards are partially covered and there is no facility of pipe water supply system in one ward. At least 25 per cent water is wasted in the 56km-long supply line from Nandamal to Balangir due to leakages. Moreover, illegal connection and use of motor pumps in pilferage of water aggravate the water scarcity in the town further. To add insult to injury, the water supply system which was designed many years ago has not been upgraded.

To ease the water scarcity of the town, Leader of Opposition in Assembly and Balangir MLA NarsinghaMishra on January 15 last had suggested for arrangement of ten more number of tankers and installation of 30 water tanks in different padas of the town but that is yet to be worked out due to fund problem, said sources.

Asked about the progress of water supply from the Tel river near Panimura in Tarbha Block of Sonepur district to Balangir town, a PHD official sounded a note of optimism, saying, “We are hopeful to complete it by March, 2016 and so far 39 per cent of the project has been completed.”
Asked about the steps taken by the PHD to check contamination of water, the official said, “Our responsibility lies with main line water supply. We are not responsible for service connection point.”

A youth, Ashutosh Das, was abducted on Thursday evening from the outskirts of Balangir town with the kidnappers demanding Rs2 crore in return of the victim. According to police sources, Ashutosh of Station Road of the town was invited to see a plot of land on the outskirts of the town. When he arrived there, he was kidnapped in a car.

After getting a complaint from Ashutosh’s father, Balangir Sadar police registered a case. The youth was, however, rescued from Komna in Nuapda district on Friday morning. The police are questioning one person in this connection, said Balangir ASP Jugal Kishore to this correspondent and declined to say anything further.

CCTV launched in B’ngir bus-stand
Balangir: District Collector M Muthukumar inaugurated a CCTV surveillance system at the private bus-stand, installed by the Balangir Private Bus Operators’ Association, on Thursday. Muthukumar said the CCTV facility would be of great help for the district administration to tackle illegal migration. Besides, it would provide additional inputs to police administration to check law and orders situation effectively. Association president Hemanta Panda said the launch of the CCTV service and monitoring situation through an App is the first of its kind in the State. Association secretary Prasant Satpathy was also present.

Lauding the effort of Private Bus operator for commencing the CCTV system ,Muthukumar observed  that   CCTV monitoring here, would be  helpful for district administration to tackle illegal migration from  besides providing additional inputs  to police administration to tackle law and order and crime incidents effectively.

The screening of Indian Panorama award-winning movie Aadim Vichar (The Ancient Justice), directed by filmmaker Sabyasachi Mohaptra was held here on Sunday evening. The movie, which has been extensively filmed in the tribal areas of Boudh and in Sonepur, stresses on the need for an optimistic attitude to tackle any kind of crisis. The film depicts the optimistic attitude of a tribal old man Sukru Majhi (84), who is ready to face any kind of crisis with a positive and humanitarian approach and how his judgment is better than educated people.
“The character in the film has shown how an optimistic and positive attitude with a human perspective and his ancient justice full of human values can tackle any crisis in life and eventually emerging the winner in all critical situation,” said Director Mohapatra.
Leader of Opposition in Assembly Narasingha Mishra lauded the achievement of filmmaker Mohaptra and wished him success. The screening of film was witnessed by many people and attended by all the artists of the film, including producers and camera man.
