I am posting an old photograph taken six months which shows that the Sun isgoing down in the west behind the Wheel.
Since time immemorial two things are moving constantly-1) Time and Tides.These two things have never stopped,and moving on.The Sun set in the west only to rise in the east ---and the time circle moves on--A large number of people are gearing to prepare the entry of new year 2015.
That is fine.But that moment is just like another moment .Thus time would continue its march forward always---better we should strive to build a better human being,society, society, nation and world.
The year 2014 is scheduled passed into oblivion after few hours and 2015 would start.

Defying the prohibitory orders imposed by the district administration, once again animal killing took place much to the chagrin of animal lovers at the tribal festival Sulia Yatra in the district.
This year the district administration clamped prohibitory orders in six places including Badkhala, Saankhala, Khairguda, besides three other places in the district. However, notwithstanding the scanning of the administration, the police and the media, hundreds of animals including goat, buffalo, cock and other animals were killed at Badkhala and other places on Tuesday by the tribal devotees before their presiding deity.
Every year on second Tuesday of Paush month, Sulia Yatra is observed near Khairguda village in Deogaon block, 30km from here. The spot is popularly known as Badkhala. However, the animal sacrifice is also executed in a few adjoining places. A few years back, some rationalists had approached the Odisha High Court seeking a ban on killing of animals in Sulia venues and the court had imposed a ban and asked the district administration to take measures to stop the cruelty to animals in the festival.
However, according to sources, no awareness drive was held by the district administration this year as it used to do in past. Moreover, activists opposing the animal killing at Sulia have been somewhat inactive since last few years. Only at the last minute, the prohibitory orders were imposed by the district administration, which was breached easily by the people. Many also viewed it as eyewash.
Police personnel including three Deputy Superintendents of Police (DSPs) were deployed at the place. Asked to comment on the tribals displaying their weapons and killing animals in violation of the prohibitory orders, SDPO NarayanNaik said the guilty would be taken to task. “Animal sacrifice at the altar of tribal deity in Suliaa Jatra is a part and parcel of tribal customs. We are proud of our tradition and would stand by it come what may. We are least bothered about what the administration does,” said Balangir Zilla Adivasi Kalyan Sangh president Braja Kishore Singhbhoi.

A two days tradition seed festival was organised at village Dangbahal in Gaisillet Block of Bargarh district. It was organised by Ahinsha Club BhutiBahal and supported byMilliets Network of India(MINI).While Bargarh Zilla Parishad chairman Gitanjali Puta graced the Seed festival  on the first day,, on the second day BargarhMP Dr PrabhasKumar Singh was chief guest. Sri Singh  stressed the need for creation of more traditional seed bank in village level and awareness among farmers on this issue.

Nag also spoke about the merits of traditional paddy and millet  and stressed for its preservation.
A total of 100 varieties of traditional paddy seeds were displayed ,besides six minor millet says Siba Prasad Sahuof Ahinsha Club.Bihan Praab(Seed festival) is being observed by Ahinsha club led by SibaPrasadSahu since 2008. Siba Prasad Sahu along with other members,  are trying for preservation and promotion of traditional paddy seeds and its cultivation ,besides  minor millet in that area.

The observation of the 17th birth anniversary of the Biju Janta Dal (BJD) here was an occasion to show unity and strength in the party rank and file.
The entire town was bedecked with BJD flags, banners and arch gates welcoming people. Senior leader of BJD and Rajya Sabha MP AU Singh Deo along with his younger son Arkesh Singh Deo left no stone unturned to make it a grand success. The turnout was impressive and most importantly, a majority of the workers were women. The meeting was conducted in great discipline which was marked by pin-drop silence found at the venue.
AU took every care to carry with him old colleagues who were with him in the formation of BJD period and allowed them to speak first. Those include Ramesh Sahu, Murali Guru, Radhakeshab Mishra, Pradeep Guru, Harekrushna Sarangi, Pradyut Mishra. AU took special care to let the women leaders like Gita Bisi, Gopa Mahanada and Titiligrah MLA TukuniSahu Sahoo speak earlier.
“I have taken up the Khurdha- Bolangir Railway line to be expedited and construction from Bolangir side to be started with Railway Minister Suresh Prabhu who assured me to look into the matter. Moreover, I have also taken up the demand to set up the second agriculture university with Chief Minister Naveen Pattnaik in Balangir,” said AU.
The speakers stressed the need to strengthen the BJD base in grassroots. Madhu Das of Belpada said that Biju Patnaik should be given Bharat Ratna while Gita Bisi, Lopa Mahanada, Pakruti Devi ,Santa Behera and others highlighted the dream of late Biju Patnaik in ensuring women development and lauded the effort of the Naveen Patnaik Government  to realize the late Chief Minister’s dream.
Kantabanji MLA Ayub Khan criticised the Opposition leaders for not allowing to run the last session of the Assembly. Titilagarh MLA Sahu said she would strive to realise the unfulfilled dream of late Abhimany Sahu. BJD State council member Arkesh Singh Deo called upon workers to strengthen the party base in grassroots. MP Kalikesh Singh Deo, however, was absent and his message was read out.

Police and district administration officials rescued 26 migrant labourers from Lunahandi village under Belpara block in Balangir district in the early morning hours on Saturday. Police arrested the labour sardar and seized a pickup van used for transporting the labourers.
The migrant labourers hailing from Dumer village under the Patnagarh police limits in Balangir district includes men, women and children. They were being taken outside the State to work in brick kilns.“We have no work here and were going to earn our bread working as labourers in brick kilns outside the State. The sardar had promised us good earnings. What can we do, there is no work here? We have to feed ourselves as well as our families,” said a labourer.
“There is no work here in Odisha. The sardar promised to give us work and good earnings outside the State so we were accompanying him there,” said another labourer.“These days middlemen are adopting new strategies. They are using Government buses as no one would suspect. We have rescued 26 people and arrested the sardar and seized the pickup van used to carry these people. We are making arrangements to shift these people to their villages,” said a police officer.
Notably, district administration officials had rescued 307 migrant labourers from a garden in Kudebhatta village under the same Belapada block three days back. Those rescued then included 103 men, 118 women and 86 children.

Bike patrolling introduced in Balangir town just two months ago by police has been stopped due to shortage of manpower and money.

After two years of introduction of PCR van patrolling, the Balangir police had started motorcycle patrolling in the town area. The police personnel were seen moving in bikes in different streets and residential areas where the PCR vans could not reach easily.According to sources, at least 12 more police personnel, 
besides funds, are required to further resume bike patrolling. But leave alone bike patrolling, even manpower shortage in Balangir police stations has not been sorted out.The PCR van service came as a big help for the denizens of Balangir during last year. It had helped curb crime to a great extent. That apart, the PCR vans helped shift people from accident spots to hospitals.

Veteran BJD leader Ausinghdeo took every care to carry on the old colleagues who were with him in the formation of BJD period and allowed them to speak first. AU Singhdeo reeled out the steps taken by him in Parliament for the development ofBolangir which includes construction of Khurdha Bolangir railway work from Bolangir side; setting up an Agriculture University inBolangir and other steps.

AU, however gave all the credits for organising such a huge BJD workers in Bolangir to his youngest son ArkeshSinghdeo,who is a BJD state council member and is widely “perceived as future BJD MLA  candidate from Bolangir”. In his brief address SriArkesh Singhdeo called upon workers to strengthen the base of BJD in grass root area further ,disseminate message of development work undertaken  by the NaveenPattnaik government  in these years for people,while applauding  the leadership ofNaveenPattnaik  in ensuring development  of Odisha..

The bike patrolling introducing in Bolangir  town just two months ago by Bolangir Police has been stopped due to shortage of manpower and money.

As many as 307 migrant labourers, 103 men, 118 women and 86 children, were rescued from a garden at Kudebhatta village under Belapada block on Wednesday. 
They were all kept hidden in a garden by some middlemen and were to be trafficked to some place outside the State to work as migrant labourers, said sources.The middlemen have, however, managed to flee the spot and no arrests have been made, sources added. On December 17, Patnagarh police had rescued 51 migrant labourers from Onrabad Chhak in the district. The rescued labourers hailing from Paikamal area in Bargarh district included 13 women and 12 children.


On December 22, the State Government had decided to identify and track migrant workers at the gram panchayat (GP) level for their welfare and safety.In the first stage registration of migrant workmen at the gram panchayat level, the VLW (Panchayat Executive Officer) will have to maintain a register in a format prescribed by the Labour and ESI department.In a letter to Collectors of Balangir, Bargarh, Sambalpur, Kalahandi, Nuapada, Gajapati, Ganjam, Koraput, Nabarangpur, Rayagada and Khordha, Panchayati Raj Secretary DK Singh has said details of the migrant workers and their families will have to be kept at the gram panchayat level.

Acting on a tip off District CollectorM..Muthukumar, SDPO Patnagarh P.K.Mahapatra  and others    today raided a place in Kudobhata village,under Belpda police station  and rescued 307 migrants,which  includes 86 children 118females .These migrants belongs to Balangir, Nuapda, Kalhandi,Nawarangpur  and Bargarh district .These labourers were to be taken to brick kilns of Hydrabad.Three persons  have been detained in this connection and labour officials are verifying the papers on the spot.

The law and order situation in Balangir is deteriorating and the police have not been able to nab the culprits involved in recent crimes. This was observed by Balangir Congress MLA and Leader of Opposition in the Assembly Narasingha Mishra while speaking to mediapersons here on Monday.
He pointed out that on December 17, a businessman from Lathore, Sitaram Agrawal, who had come to Balangir, withdrew Rs 8 lakh from a bank and while he was purchasing medicine at Patna Hotel Chowk, his cash bag was taken away from his car in broad daylight.  Again, on December 19, a local businessman, Sashi Malang, while returning home at around 9.45 pm, was attacked by miscreants and his bag was looted.
These two loot incidents and the failure of police to nab the miscreants till today are matters of concern. “The ignorance of the ASP over these incidents when I talked to him is surprising,” Mishra said. The police, he felt, is utilised to serve the ruling BJD bosses, rather than tackling law and order, he alleged further.
The arrest of DSP Pramod Panda by the CBI for his involvement in the chit fund scam speaks a lot. Alok Jena had filed a petition in the Supreme Court seeking a CBI inquiry into the chit fund scam and Panda had threatened and tried to influence him to withdraw the petition. Interestingly, Panda was given the charge to investigate the murder of BJD leader Abhimanyu Sahu of Titilagarh. He was given the job with specific instruction to “overlook” the conspiracy angel of the murder case to save BJD leaders, Mishra said.
The police should intensify patrolling in the town police and nab the culprits involved in the loot incidents without further delay so that all people should feel the presence of, Mishra said.

TThe Balangir District Chamber of Commerce and Industry has threatened to observe a Balangir Bandh on December 24 if police fail to arrest the culprits involved in the loot occurred here on Friday night.
This was announced to mediapersons by Balangir Chamber of Commerce and Industry president Tirupati Panigrhahi. Notably, two youths had attacked a businessman, Ajay Malang, and decamped with his cash bag when the latter was returning home. Similarly, another businessman was looted in the town a few days ago. “We feel that police are neglecting. If they don’t arrest the culprits within three days, we will go for a Balangir Bandh on December 24,” said Panigrahi at a Press conference here. When contacted, Balangir SP Deepak Kumar said the Balangir Town police have already registered cases in these two incidents and investigation in on.

The livelihood assistance of 263 bonded labourers of Balangir district, which was pending since 2011 with the State Government, will be disbursed within seven days. This was announced by Balangir Collector Dr M Muthukumar.
According to Bonded Labour System (Abolition) Act, 1976, a labourer who is rescued from a worksite or other places is entitled to get Rs 20,000 as financial assistance. He/she is given Rs 1,000 on the spot and the rest Rs 19,000 is given later for a livelihood plan. The rehabilitation plan is prepared and submitted to the DRDA which sends the proposals to the Panchyati Raj (PR) department for release of assistance. While the State Government gives Rs 10,000, the Central Government also gives a matching grant of Rs 10,000.
The issue of pending assistance of bonded labourers and apathy to them by the PR department was first highlighted in The Pioneer on October 20. After the publication of the report, it was also put up at the Camp Court of the National Human Rights Commission (NHRC) at Bhubneshwar in November last and the NHRC had issued strict instruction to the Secretary, PR department, to immediately release the financial assistance pending for years.

The PR department Secretary subsequently issued a letter to all district Collectors to arrange funds at their own source and ensure payment to the rescued bonded labourers. However, many feel that the assistance amount of Rs 20,000 is inadequate and it should be hiked to Rs 40,000. Sources said after 263 bonded labourers get livelihood assistance, still around another 45 labourers would have to wait to avail the benefit.

Villagers of Kultapda, Badbahal and Arjunpur under Deogaon block have urged the district Collector to ban country liquor sale for at least five days during the forthcoming Sullia Yatra to be held on December 30.
Every year on first Tuesday of Hindu calendar month Pausa, Sulia Yatra is held at Khairguda and Kumuria, wherein hundreds of animals are sacrificed at the altar of the goddess. Despite protest from all sides, the tribals remain adamant on killing animals which they hold as an age-old tradition. Any effort to stop the killing of animals is viewed as interference in the tribal faith. This year, the tribals in a meeting have decided to continue killing of animals too as an inalienable part of their rituals.
As a large number of people gather during the period, the locals have urged the administration to ban liquor sale at Gudkhapala and close a liquor Bhati operating there from December 29 to January 2.

Kumari Chinda, wife of deceased migrant labourer Bibeka Chinda and her two sons on Thursday returned home and alleged that she was raped by brick kiln owner and others twice. “The brick kiln owner along with others misbehaved me and raped me twice,” said Kumari who reached her native Uma village under Kantamal police station limits in Boudh district. 

However, when narrating the blood curdling incident to the media shortly before his death at the district headquarters hospital here Chinda had said that the brick kiln owner had killed his wife and two sons after raping her wife.
Meanwhile, Kantamal teshildar assured of Government help to Kumari.

Balangir MP Kalikesh Narayan Singh Deo has expressed concern over rise in cancer related deaths in atomic energy centres among people in the age group of 29-50 years due to exposure to radiation and demanded a detailed survey on the health risk to human beings in all the atomic power  stations in India.
In a letter to Prime Minister Narendra Modi recently, Singh Deo cited a RTI reply mentioning that a total of 3,387deaths among staff of the 19 atomic centers in the country have occurred in the last 20 years and 2,600 of them are due to cancer. As per the International Commission on Radiological Protection (ICRP) the units of occupational exposure to radiation should not be higher than 50 mSv (millisevert) in a year and the annual average dose over the five years should not exceed over 20 mSv, pointed out Singh Deo. To know the exact cause of the rising cancer deaths in atomic centers and the amount of radiation exposure, Singh Deo demanded a survey. He said it is essential to know the number of people died; how long they were exposed to radiation; any relation between radiation and cancer; measures to be undertaken to protect them and measures taken to protect the persons employed in the atomic plants.

Even as the Government claims to be providing job work to the poor and vulnerable people at their doorstep, reports of poor people migrating from their homes in search of work to outside States and getting exploited there are found aplenty.
But, a recent report of a family of four getting ruined with wife being gangraped by a kiln owner and an agent, two sons being killed by them, and unable to bear the traumatic husband  committing suicide has turned to be a rare of rarest cases in the history of all tortures.
According to sources, Bivek Chinda (45) of Huma village under the Kantamal police station of Boudh district had migrated with his wife and two sons to Andhra Pradesh to work in a brick kiln through a local Dalal on December 3.
According to reports, as he had some dispute with a brick kiln owner, the latter and the agent, in a mood of revenge, gangraped Chinda’s wife and killed his two children in front of Bivek.
Unable to bear the shock, depressed Chinda tried to commit suicide in Hyderabad by touching an electric transformer.
However, he was rescued by the local police and admitted to a hospital there. As his condition slightly improved, he was sent to Balangir somehow by the Nagabali Express. As Chinda had not completely recovered, when he arrived at Balangir railway station he was to be admitted in hospital. But he succumbed to his burn injury which had become septic in the hospital on December 14 last.
“He was admitted to the District Headquarters Hospital with injuries on different parts of the body with severe infection. He died due to septicemia,” says Balangir CDMO Dr RN Tripathy.
Meanwhile, the Balangir town police have registered a case and sent the body for post-mortem. When asked, the Boudh SP said, “I shall look into the matter.”
On Tuesday, Labour and Employment Minister Prafulla Mallick expressed profound grief over the tragic death of Chinda and said the State Government would make all out efforts to rescue Bivek’s wife from Andhra Pradesh. 
“Our priority now is to rescue the missing wife of the deceased, who was gangraped by the brick kiln owner and his associates. We are trying to get the address of the locality where the deceased labourer was staying with his family members,” the Minister told reporters in Bhubaneswar.
He further informed that the Development Commissioner is having discussions in this regard with his Andhra Pradesh counterpart.

Members of the Kisan Mahasangha led by Sudhir Parischha and Jati Pradhan on Thursday staged a demonstration before the district Collectorate here demanding that the Mandis all over the district be made functional for procurement of paddy from farmers and to prevent distress sale of paddy within a week. They submitted a memorandum to this effect to the Chief Minister through the district administration.
In the absence of functioning of the Mandis in the district, farmers have been forced to sell their produce at rates below the declared minimum support price (MSP). Moreover, as decided at the district-level procurement committee meeting this year, small farmers should be able to sell 10 quintals of paddy directly and the limit for purchase of paddy from farmers should be raised to 20 quintals. However, the Government has fixed the limit at 12 quintals, which is unfair, the memorandum said.
By making the rule of the CAP storage system, rice mill owner has been given order to lift paddy from Mandis, which is illegal, added the memorandum. Unless these provisions are implemented, farmers of the district would resort to agitation, threatened Krushak Mahasangha president Sudhir Parischha.

Noted social activist Prafulla Samantara has demanded a special package for Balangir district to end distress migration and to ensure improvement of living standard of poor distress migrants. He was speaking at a rally at Kantabanji organised by the Shramik Adhikar Manch and the Zindabad Sangathan to mark the World Human Rights Day on Wednesday.
Among others, Trilochan Pujni and Arun Mishra spoke on the issue of human rights and urged the Government to take steps to ensure human rights of distressed migrants, tribals and bonded labourers. A 16-point charter of memorandum addressed to the Chief Minister was submitted to the Kantabanji Teshildar. Later, Samantara inaugurated an office of the Sukbashi Sangha. Members of the Sangha, in the presence of advocate Bishnu Sharma and others, pointed out that even though the Sukbashis (landless people) of Balangir district have got land from the Government, till today they have not got the Final Record of Rights (RoR) due to official apathy, for which they are facing various problems.
