A big let down

I believe people of Bolangir were let down at least on setting up a wagon manufactuing unit in Kantabanji ,Bolangir.Ironically the former CM and erstwhile Maharaja ofPatnastateSri RNSinghdeo had donated (around700acres) ofland toRailwayin Kantabanji.Earlier ,as per my knowledge there was a sleeper manufacturing unit in Kantabanji which was closed.

Even as the land was available, this unit was not set up in Kantabanji. It was decided to set up at Kalahandi/and in Ganjam. Interestingly an RTI reply also reveals that Railway had also recommended for setting up the unit in Kantabanji--

Everything went wrong and the unit was set up elsewhere--

As a working Journalist I highlighted this issue-both in the Pioneer and in the Industry and Mines Observer making a story which was appreciated by many. other media too highlighted it .But no political parties here made it a big issue--

I strongly believe ,had this unit be set up in Bolangir, it would have ensured "economic and industrial development of small and medium industry ,besides providing employment to local youth----

And Balangir continues to be a district without any industry or the NO Industry district(NID) and an economically backward district.(EBW).even today---(29th November2013)

Workshop on contemporary art held in B’ngir Balangir

Workshop on contemporary art held in B’ngir  Balangir: A three-day-long workshop on contemporary art began at the Zila Sambadik Bhavan here on Tuesday. The workshop is jointly organised by the Lalit Kala Academy and the Art Resource Centre, Balangir. A total of 12 artists from Balangir and other districts have taken part in the workshop, which has been organised for the first time in western Odisha.

The three day art exhibition concluded today(28th November2013)in Bolangir.

The International Family Farm Day was observed in Bandhapada gram panchayat by the RCDC in collaboration with the Millet Network India and Deccan Development Society on Friday.
Bandhapada sarpanch Gopal Singh Nina inaugurated the workshop, where Ratnakar Sahoo, Amar Kumar Gouda, Pramod Bagarti and the Tikendra Jal Gandhamardan Suraksha Action committee stressed on the need for preservation of traditional seeds and urged the farmers to opt for organic cultivation.
Besides, five farmers were felicitated for organic farming and the farmers took a pledge to exchange seeds among themselves in order to reduce the dependence on company seeds and ensure farmers’ seed sovereignty.

Members of Dalit Bichar Manch, led by its president Trilochan Nanda, went on a hunger strike before the district Collectorate here on Tuesday demanding arrest of Uddhab Putel, the main accused in the April 2012 double murder case of Dasarath Kumbhar and Kalkanhu Kumbhar.
In the charge-sheet filed by the police, Uddhab Putel’s occupation has been mentioned as cultivation even when he is working as a science teacher in Gudighat High School and is drawing regular salary, the Manch members alleged. “It has been done by Titiligarh SDPO to protect Putel,” they added.
“We demand action against the teacher and Titilagarh SDPO for wrongly presenting the facts in the charge sheet,” said Trilochan Nanda of the Dalit Bichar Manch Of the 52 accused in the Chanutmaal murder case, 18 were arrested and forwarded to court.
The remaining absconding persons are out on bail. Charge-sheets have been filed against all the accused. Asked about Titilagarh SDPO’s role in the case, Superintendent of Police Ravi Prakash merely remarked, “The matter is sub-judice.”

 Till the last day before the battle over ballot began, the ruling BJD seemed to have an upper hand in Patnagarh too and the BJP, the winner in 2009 elections, did not seem to have a chance to retain the NAC.
However, the saffron party turned the tables and romped home with its old bastion, much to the embarrassment of the BJD. It was also a prestige issue for the BJP as it is the home turf of its State president KV Singh Deo, who is the MLA of the Patnagarh constituency in Balangir district. This consecutive victory for the BJP at Patnagarh is the only silver lining for the party in this round of ULB elections as the party failed to win any other civic body.
The BJP succeeded in bagging 10 seats out of 16 in the Patnagarh NAC while only four went to the BJD, which had also fielded Chief Minister Naveen Patnaik and cine stars and comedian Papu Pom Pom to canvass for its candidates here. Balangir MP Kalikesh Singh Deo also camped at Patnagarh during the electioneering.
In the Balangir Parliamentary constituency, ULB elections were held in five towns, out of which the BJD has captured four. “We have to analyse the result of Patnagarh NAC,” said Kalikesh Singh Deo, who is also the BJD district president.

Even as the BSNL is making tall claims of providing uninterrupted connectivity to its customers across the country, frequent disruption during communication, particularly during the evening hours, in the rural hinterlands owing to poor signals deprives the consumers from getting connected to their desired destination in time of need.
Since past four years not a single tower has been installed in the Balangir Parliamentary constituency, which comprises Balangir and Subarnapur districts. This is the case not only in Balangir but in some other parts of the State too, thanks to absence of mobile towers and other necessary equipment in the rural pockets.
Also, the poor BSNL network in rural areas has provided opportunity to private cellular operators to enter and capture the rural markets. According unofficial sources, more than 20 per cent of rural area customers have been covered by private cellular operators in the district.
Sources said that there was proposal for setting up of 26 BSNL mobile towers in Balangir Parliamentary constituency, but it is yet to be operational. “Communication and connectivity are two vital parameters to gauge development in the modern age. Hence, I had written a letter to Union Telecom Minister Kapil Sibal in this regard. But unfortunately, no step has so far been taken for installation of required towers in the district in the past four years,” said Balangir MP Kalikesh Narayan Singh Deo. “It is really disgusting,” he added.

Sources said that a two-year-old leopard had been giving sleepless nights to the villagers of Pipurt under Belgaon panchyat of Titiligarh forest range by poaching on their goats, calves etc.
Although the matter had been reported to the Forest officials, no action had been taken, sources added.
According to reports, the leopard attacked a goat and a calf on the outskirts of the village on Wednesday morning. Seeing this, people who are working nearby fields raised an alarm. At this fearing backlash the leopard attacked and injured two villagers, Murali Majhi and Abhiram Gaditya. Angered over this, the villagers gheraoed the leopard and killed it.
Contacted, Balangir Divisional Forest Officer Abhiram Nayak said, “We are looking into the incident and action will be taken against the guilty villagers as per the law of the land.”

Reception counter opened at Balangir Town
Balangir: Northern Range DIG Sanjay Kumar inaugurated a reception counter at the Balangir Town police station on Tuesday. Kumar said that with this reception counter, people could wait there rather barging straight into the police station. Besides, a proposal for setting up a Mahila police station in the district has also been sent to the Government, he informed. Asked on the progress of the Crime and Criminal Tracking Network System in the district and elsewhere, Kumar said the first phase has been completed and the rest would be done soon. Among others, district Collector D Prasant Reddy, SP Ravi Prakash, ASP PK Patra, SDPO Narayan Nayak and Town PS IIC Tareque Ahemad were present.

According to reports the leopard was creating troubles in-that village-by picking of goats . According to reports On Wednesday morning it attacked a goat and a calf when the villagers raised an alarm the leopard also attacked-and injured two person and after this the villagers gh killed the leopard.

Farmers stage demo at Balangir
Balangir: Members of the Balangir Zilla Krushak Sangathan led by Arun Mishra on Wednesday held protests before the Collectorate here against the anti-farmer policies of both Central and State Governments. They submitted an 18-point memorandum to the President of India through the district administration. The demands included return of lands to farmers of village Ghumer whose lands have been taken away fraudulently, immediate payment of crop damage compensation amount, withdrawal of the BRAI Bill, compensation of `15,000 per acre for crop damage by elephants and change in the Relief Code.

Members of the Balangir Bar Association supported by other organisations and political parties on Saturday took out a procession in the town urging people to boycott the elections to the urban local bodies in the district.
Raising the slogan “No court, no vote”, the lawyers and other participants in the rally said no elections should be held until a permanent Bench of the Odisha High Court is set up at Balangir.They urged people to boycott the scheduled municipal elections and support the High Court Bench demand.

Sabyasachi Mohapatra is known for his internationally acclaimed film Bhukha. He directed his first feature film Sabu Maya re Baya in 1986. Bhukha in the Koshali had got International Jury Award at Gijon Film festival, which bought him instant fame and recognition.
He then did films like Jhili, Bou and Bahudibe Mo Jaga Balia. His mega budget mythological film Jai Jagannath was released in 15 different  Indian languages.
Director Mohapatra is now back with Sala Budha, another movie in Koshali language set on a rural background and focused on the plight of the aged people in villages in the western part of the State. The film is based on a short story written by Kapil Prasad Mohapatra (his father). Most important is the huge team efforts that has gone into making the film, a team mostly consisting of one family of six brothers — all devoted religiously to the profession of filmmaking. All are talented technicians in their own rights. The film has been selected for the Indian Panorama, 2013 and will be showcased in the 44th IFFI to be held in Goa from November 20 to 30 next. Mohapatra shares exclusive details about his film  with Ashok Palit.
After 25 years, you returned to Samabalpuri film. Why such a long gap?
Bukha in Sambalpuri was highly appreciated and won the award at the 28th Gijon International Film Festival, Spain and was shown at France’s Aurillac World Rural Film Festival. One thing all our six brothers had realised then was that though they  were very reach in content, conviction and talents, but very poor in technology. Film is a medium of technology. It’s an audio visual medium which is totally dependent on techniques and technology.
What step was taken by your family members?
As a first step, our third brother Chintu quit a bank manager job and shifted to Mumbai and joined with Shyam Benegal as an Assistant Director in June, 1991. He learned the art of film making with eminent directors like Shankar, Santosh Sivan and Mani Rathnam etc. After a few months, the fourth brother Mantu, post completion of his diploma at the Utkal Sangeet Mahavidyalaya came to Mumbai and joined highly respected and maximum national award winner production designer (Art Director) late Sameer Chanda as an Assistant Art Director .
The fifth brother Rajendra (Raju), after completion of double MA in Psychology  and Library and Information Science and M. Phil in Library and Information Science at Delhi University shifted to Chennai and joined eminent editor Sreekar Prasad to learn film editing. Later, he opened the First AVID Editing Studio at Bhubaneswar. Subsequently, he shifted to Mumbai and joined famous Rajtaru Studios to explore his skills. Prakash, the sixth and youngest brother after completion of his MA at Delhi University shifted to Mumbai to learn cinematography. He joined eminent and mainstream DOP Nazib Khan as an assistant and continued with him as an associate till Santosh Sivan and film star Shahrukh Khan selected and sent him abroad to learn the Remote Control Camera Crane Operation (Jimmy Jib) to introduce the new technology in India. Thus, Prakash became the first Indian to operate Remote Control Camera Crane in India.
Even your family’s second generation members have also taken active part in the film Sala Budha. Is it true?
The second generation members, who are active in the project are son of Sabyasachi, Kumar C Dev as associate director of the film, daughter of second brother Sushant, Shoba as chief assistant director and in- charge of costume of the film, son of third brother Chintu, Bulang as post production supervisor, elder son of the fourth brother Mantu, Huentsang as second unit cameraman.
Why did you decide to make the film in black and white?
As it is a period-specific film, so I decided to make it in black and white instead of colour. Oscar Award winning movie The Artist was too made in black and white, which inspired me a lot to go in for black and white.
Who is the inspiration behind story of Salabudha?
Sala Budha is based on short stories written by my father Kapileshwar Mohapatra, which were published in the book Sala Budha. Mohapatra is a devout humanitarian and strict Gandhian. So, all his writings are reflection of human values and simplicity. All stories are his personal experiences. He often described him as a Sala Budha.
What message do you want to give through this film?
The film is a tribute to senior citizens and the ageing population of India on the occasion of cinema in India celebrating its 100th year. I think India’s future rests on the strength and faith of people like my hero in Sala Budha. Instead of looking at elderly people as liability by the younger ones, Sala Buddha has a subtle message for the present fast pace society.
