Acting on a tip-off about the presence of hardcore Maoists in the Dandel Reserve Forest area near village Khujen under the Tureikela police station in Balangir district and about their plan to target police personnel, a team of security forces comprising SOG (Special Operation Group) and CRPF (Central Reserve Police Force) launched a combing operation in the area.
While the combing drive was on, around 15 Maoists, including women, who were found near a water source, suddenly opened fire at the security forces. In an exchange of fire between the security personnel and the ultras, which lasted about 30 minutes, the Maoists fled from the scene. After a search later, a male Maoist was found dead on the spot. A .303 rifle and an SBBL gun along with live and empty cartridges were recovered from the site. Besides, articles of daily use like jerkin, biscuits and medicines and Maoist literature were also seized.
This information was given to mediapersons by IG, Northern Range Sanjay Kumar at a Press conference here on Saturday morning. Kumar said, "We believe the deceased Maoist is from the Chhattisgarh area and we have informed the Chhattisgarh police to identify him. We have found leaflets about the Balangir Area Committee of the Maoists which indicate that their strength has increased in this district too."
"We appeal to youth not to join the Maoist movement and to remain in the mainstream," he said. However, the IG parried a question on the poor performance of the Integrated Action Plan in Balangir district which is aimed at ensuring implementation of development measures in the Maoist-affected areas. He said the plan is under implementation, declining to give details.

Watering Pipal/Banayan tree.
It may sound a little strange for many as Pipal tree hardly requires watering.But people of our  country since long time have carry on the practices of giving water to banyan/Pipal  tree after taking bath  to earn punya.
But actually our forefathers had adopted these practices to check soil erosion, provide shade to fellow traveler and rest place for many birds and insects and providing oxygen to people of that area.
It is common to find water leaking from PHD pipe water supply in many places of a town to go waste. However much to my surprise i found this man collecting water from the leaked source and  pouring it in the root of pepal tree.
For a moment I could not believe it and when I saw it again I simply admired the person's effort to give water to Pipal tree and he was offering water to Pipal tree -without putting his shoes as a mark of respect
The day I don’t not get water from pipe(leaked), I brought it from a tube-well- andgave to tree says Deba patel . I admired the spirit of  Deba’s offering-water- which I think is due to the teachings of our forefathers to take care  of trees like Banayan and Pipal----Will other people listen to this?

The Brahma Mandap Pandita Mahasabha has decided to observe Nuankhai, a mass agrarian festival mostly of the western Odisha on September 10.
In a meeting held here on Thursday, the Mahasabha comprising the senior Pandits and priests decided to offer the first Prasad (Nabanna) prepared from new crop between 10. 18 am and 10. 32 am to Maa Samaleswari, the presiding deity of the region. “After the first Prasad is offered to Maa Samaleswari, the households will offer it in their respective homes to the Gruhadevatas,” informed Brahma Mandap Pandita Mahasabha president Biranchi Narayan Pati.
Since Nuankahi is a mass festival, the people here are eagerly waiting for the day, while a host of cultural organisations are gearing up for a grand celebration, informed Pandit Amar Mishra of the Mahasabha.

As I entered the room I found a dress kept inside big size polythene over files and folder on one of my shelves. For a moment I could not recall what is inside and out of curiosity, I peeped in and brought out only to be found the rain coat.
I tried to recall when I kept this rain coat here and how it remains unused .After a long though I could recall that with the onset of monsoon by second week of July I had brought it  out from old Almirah to used in the rainy season and kept the last year dress there in.
However even as the month of August coming to end (31st August,) still it remain unused. This led me to think about the earlier days. The rainy season consist of four months namely June, July, August, and September. Then (Four decades ago) most of the people in rural and urban areas had no such rainy coat .People were using umbrella .The rainy season would start by the second week of June there would be regular rain and kharif paddy cultivation process would commence .Besides regular rainfall there would be Jhadi barsha (torrential rain) accompanied with strong wind for days together bringing the normal life to grinding halt.
Schools would be closed due to leaking roofs or wet surface and young boys/girls and students would play on the rain water flowing on the road and there would also  be flood .And the most troublesome months of rainy season  was the month of August .Due to continuous rain all the river ,ponds, well are filled and the heavy rain would invariably cause floods and at times it would be impossible go out of house .Where ever you look there would be water with cloudy sky for days together and the sounds of frog croaking from the paddy filed or road side filed.
As the years passed people started using stylish umbrella rather than the big umbrella which was very cumbersome to carry .However as the trend changed the rain coat come into vogue replacing the umbrella and almost all started using rain coats. As these are made of polythene, unless there is heavy rain, a person finds it very uncomfortable to wear .
Although there was rain this year, in the town , there was no such jhadi barasha( continuous rain).Even if  there was rain it was on patches and erratic and often there was rain in nights which managed the water requirement of paddy and other cultivation and even kharif crop .
Although the farmers sighed relief with rainfall, the rain coat, which is made of polythene could not be used even once showing that the intensity of rain and number of rainy days have declined and it has virtually going out and vanishing.
While expert simply points out the vanishing Jhadi Barsha(continuous rain at times accompanying with strong wind ) and  decline in number of rainy days here, due the deforestation global warming and climate change and stress for appropriate measures to combat,  it the rain coat lying on shelf books  and files mourns that not a single days it was used he had to wait for another year to be use.

Normal life in Balangir town was affected badly on Saturday due to a 12-hour Balangir Bandh called by the Balangir Chamber of Commerce and Industry demanding setting up of a permanent Bench of the Odisha High Court at Balangir.
Shops and other business establishments and banks remained closed and both private and Government buses were off the roads.In a related development, members of te Shramik Eakta Manch led by Lalit Nayak and members of the Balangir District Bar Association led by  Bhavani Satpathy and Siddhartha Mishra staged a Rail Roko at the  Balangir railway station demanding a permanent High Court Bench at Balangir.
The agitators stopped the Sambalpur-Rayagada Express and Passenger trains and the Puri Hatia Express train.The District Bar Association has launched an agitation for a permanent Bench of the Odisha High Court here.
Supporting its demand, the Chamber of Commerce had given the dawn-to-dusk bandh call, to which the residents of the town extended their support.
“We demand a HC permanent Bench here, where it was functioning during the pre-Independence days,” said, president of Balangir Chamber of Commerce and industry Tripurari Panigrahi.

 Members of Balangir Action Committee led by its president Gopalji Panigrahi on Friday staged a dharna here demanding construction of a bypass road in the town; adequate compensation to the family of deceased Central School student, who died in a road accident on Thursday; regulation of traffic at all delicate points and halt to plying of heavy vehicles from 6 am to 9 pm in the town.
The length of the bypass road to be constructed is 11 km, of which 5 km of which the IDCO would construct and the Works Department the remaining 6 km.
For the 6 km to be constructed by the Works Department, a proposal of R 23 crore has been submitted. The bypass road would pass through Madhiapali to Sadeipali to backside of Sashtri Nagar, said PWD Executive Engineer, Balangir, Ashok Padhee.Besides this, there is also a proposal for construction of a bypass road by the National Highway Authority of India.
In a related development, members of the Bharatiya Yuva Morcha led  by Ananta Das staged a demonstration before the district Collectorate and burnt an effigy of local BJD MLA AU Singh Deo demanding early construction of the bypass road.
Meanwhile, the boycott of the process of elections to urban local bodies continued here along with the agitation for setting up of a permanent Bench of the Odisha High Court at Balangir for the third consecutive day.
Members of the Citizens’ Committee led by its president Nilamani Mishra and others including president of Balangir District Bar Association Binayak Mishra and members of Balangir Chamber of Commerce staged a dharna before the municipality office demanding setting up of a High Court Bench at Balangir.

A mashal Jatra was taken out  by Members of Balangir district Bar Association, besides the Chamber of commerce and  other organizations in Balangir town today evening demanding  setting up permanent bench of Odisha High court in Balangir and after marching through the town, they submitted a memorandum to Balangir Sub CollectorJyotiRanjan Pradhan. Binayak Mishra Presidentof Balangir district Bar association thanked all the organization, people for  extending their support to the agitation and making the bandh a  success .
He also thanked the media for extending support for this cause.

A meeting of the Balangir District Bar Association was held on Tuesday evening being attended by representatives of several other organisations of the town.
It was decided to continue the agitation till Saturday in support of the demand for setting up a permanent Bench of the Odisha High Court at Balangir and boycott elections to the urban local bodies.
On Wednesday, the Balangir Action Committee lead the agitation while on Thursday the Citizens’ Committee will take the lead for the stir.
The local Chamber of Commerce has given a bandh call on Saturday when it will lead the agitation.
A Mashal Yatra is also scheduled to be held on Saturday, informed president of the Bar Association Binayak Mishra to mediapersons.

Resident of Balangir on Wednesday woke up to a tragic road accident in which a school student was killed by potato-laden truck. Irate locals burnt the truck near the All-India Radio station on the Balangir-Titilagarh road.
Partha Mishra (13), a student of Class-VIII of the Balangir Central School, was going to the school at around 7 am when he was hit by the truck near the AIR station.
Local people immediately shifted Partha to the District Headquarters Hospital here, and as his condition deteriorated, he was shifted to the VSS Medical College Hospital at Burla, where he succumbed to his injuries.
Agitated local residents squatted on the road demanding construction of a bypass road. “We have been demanding a bypass road since long, but the Government is not listening to our plea. Until a bypass is constructed, such fatal accidents would recur in future,” said Gopalji Pangrahi of the Balangir Action Committee.

Members of the Balangir District Bar Association led by its president Binayak Mishra, president of Citizen committee Nilamani Mishra, president of Balangir District Chamber of Commerce Tripurari Panigrahi and Gopalji Panigrahi along with members of different political parties on Wednesday squatted before the Municipality Office here demanding establishment of a permanent Bench of the Odisha High Court at Balangir.
They also announced that they would boycott the elections to the urban local bodies scheduled to be held on September 19. The executive body of the District Bar Association earlier decided to boycott the municipal elections in support of the demand for establishment of a High Court Bench at Balangir and it was backed by various organisations of the town.
“For the time, we are boycotting the elections to urban local bodies and our future course of action will be decided later, said District Bar Association president Binayak Mishra

Concern for Ordinary people sleeping in open road in District headquarter Hospital --Published in Sambad (17thAugust2013)

My posting and pictures concerning for those ordinary people sleeping on the open road in side the district headquarter hospital (I am not talking about those sleeping inside the ward--as at least they have a cover of that room of Hospita)evoked strong reactions among people.More satisfying is that it was also published in Today's Sambad,one of the widely circulated vernacular daily here with photograph and giving due credit to me for the photograph.Let us see How other reacts for the people sleeping in open road inside the hospital that too in the month of August.

A team of the Crime Branch led by DSP PK Panda finally on Friday nabbed two main accused, accountant Jethu Sahu and cashier Daktar Sahu, in bungling of Sarva Shiksha Abhijan (SSA) funds to the tune of more than Rs 4 crore here.
Incidentally, the Odisha High Court had rejected the anticipatory bail plea of the two accused a few days ago. The siphoning of the SSA funds came to light after an Utkal Gramya Bank clerk got suspicious about the cheque and alerted the SSA officials. After an enquiry into the incident, the whole scandal was exposed.
Balangir Town police had registered a case under Sections 409, 467, 471, 120(B) and 34 of the IPC on May 9 last after getting complaint from district project coordinator (DPC) Susant Chopdar about the mismanagement of the funds by the duo.
Initially, it was probed by Balangir police but subsequently the Crime Branch took over its investigation charge. After investigation it was found that the modus operandi of the duo was to forge the signature of DPCs of SSA and submit the cheques to bank and withdraw the money. Though the total amount of money bungled in the scam is officially said to be around Rs 4 crore, unofficially, it could go up to Rs 10 crore, said sources.

We Celebrated Our 67th Independence day with pomp and gaiety and resolving to make our nation stronger on 15-o8-2013.However I had to visit Balangir District headquarter hospital around 2.30Am(technically 16th August,2013) to attend one of my relatives who was admitted to hospital for treatment of vomiting/dysentery. I was shocked to find people sleeping on the road in front of Hospital.It is common to people to sleep on the floor of the ward to get treatment. But sleeping in the totally in the open road --is by any yardstick is shocking and really disgusting.----See this is India.shining and progressed -Photograph taken by me (Sudhir Mishra ) from my mobile around 2.45am.to
Why there should not be budget 
provide at least sleeping place accommodation to                                  people of India?

Members of the district Congress led by its president Bhagaban Bagarti and Youth Congress Balangir Lok Sabha Constituency unit president Akash Mishra on Wednesday staged a “silent” dharna before the Collectorate protesting against the rising crimes in the State.
They demanded `20 lakh as compensation to the family of Sujata Bairagi in Kendrapada district, who recently died after being raped and set on fire and subsequent medical negligence.

The Congress leaders said that the number of rape incidents in the State has risen from 1,023 in 2009 to 1,458 in 2013 and the general law and order has been deteriorating day by day. It is high time the Naveen Patnaik-led BJD Government was dismissed by the Governor, they said. Later, they submitted a memorandum in this regard to the Governor through the district administration.

BJP activists led by Ajay Das burnt an effigy of Chief Minister Naveen Patnaik here on Saturday as a symbol of their protests against the State Government’s inaction towards atrocities on women during the Odisha Bandh called by the BJP in the wake of the death of the Kendrapada rape victim.
Shops and other business establishments, banks and Post Offices remained closed. Buses were off the roads, train services were not affected. BJP workers and supporters staged a demonstration before the district Collectorate. In Belpada and Bongomunda in the district, normal life was also affected due to the bandh with almost all institutions and business establishments remaining closed. According to reports, the bandh too affected normal life in different parts of Subarnapur district.

Members of the Kosal Kranti Dal (KKD) led by its leader Pramod Mishra and Dolamani Pradhan on Friday staged Rail Roko at the Balangir railway station and detained the Sambalpur-Rayagada Tapaswani Express and Nagawali Express trains. 
Mishra told the reporters, “As per our pre-decided progarmme, we are staging Rail Roko in Balangir, Jharsuguda, Sambalpur and Bargarh railway stations of the ‘Kosalanchal’ area (western Odisha) demanding a separate Kosal State. We demand formation of a separate Kosal State under Articles 2&3 of the Constitution of India.”
He further said, “Recently, the Centre has announced formation of a Telangana State. Unless the Centre gives recognition to a Kosal State, our agitation will continue. We planned to carry out Rail Roko throughout the day.”
The Government Railway Police (GRP) arrested more than 40 Kosal Kranti Dal activists, including Pramod Mishra and Dolamani Pradhan from the Rail Roko agitation spot.
